Mission & Interests
Goals: Zero Waste Europe (ZWE) is the European network of communities, local leaders, experts, and change agents working towards the prevention and elimination of waste in our society. We advocate for sustainable systems; for the redesign of our relationship with resources; and for a global shift towards environmental justice, accelerating a just transition towards zero waste for the benefit of people and the planet.
ZWE is participating in the international organisation Global Alliance for Incinerator Alternatives (GAIA) and the Zero Waste International Alliance (ZWIA).

Activities
Main EU Legislative Proposals: Our work at the EU level focuses on making the bridge between zero waste practices at the local level and its transposition to EU wide legislation. We foster the transition to a zero waste Europe by creating the enabling conditions in terms of policy; regulations; financial drivers; implementing zero waste solutions on the ground; and organising and mobilising other groups inside and outside the organisation, initiating coalitions to further promote our narrative.
ZWE is involved in the transposition of waste directives, including waste package (waste framework directive, the Landfill directive, ecodesign) and single-use plastics legislation (such as the revision of the Packaging and Packaging Waste Directive and the Sustainable Products initiative) but also product, energy and toxics & health policies (FCM regulation, Chemicals Strategy for Sustainability). ZWE is also working on climate policies such as EU 2050 climate strategy, Renewable Energy Directive, EU Emissions Trading Scheme (EU ETS) and EU Sustainable Finance Taxonomies. ZWE works on other issues as a member of the international network GAIA but these activities don't fall under the register.
Communication Activities: 2023 presented our Communications Team with a multitude of challenges and opportunities. Despite navigating significant shifts in the digital sphere and grappling with the polarisation of audiences, we are proud to announce that we achieved the majority of our key performance indicators (KPIs) for the year.
In 2023, ZWE released:
- 9 reports (Beyond Circular Fashion, The True Toxic Toll, Reimagining the Waste Framework Directive)
- 4 policy briefings (Mixed Waste Sorting to meet the EU's Circular Economy Objectives, Food Packaging: safety first, A Zero Waste Vision for Fashion)
- 32 blog posts
- 29 press releases
- 3 factsheets
- 5 policy papers (Reinventing glass, Policy recommendations for viable reuse packaging systems, etc.)
In 2023 we continued to publish one issue of the ZWE newsletter and one issue of the ZWC newsletter per month, with the exception of August due to the default holiday break month in Brussels and most of Europe. Continuing the revamp of 2022, our templates ensure our newsletters are shorter in length and easier to digest in content.

Impact was also reached through our major campaigns: Q1 - Textiles (Beyond Circular Fashion), Q2-Q3-Q4 - Packaging reuse. The Q1 campaign focused on textiles, in line with our efforts to relaunch our activities on sustainable textile business models. For the remainder of the year, and recognising the significance of the Packaging & Packaging Waste Regulation (PPWR) negotiations and of the Global Plastics Treaty (GPT) negotiations for the future of the circular economy and zero waste, our campaign efforts focused on packaging reuse efforts.
Part of our movement-building pillar, the ZWE Changemakers campaign has been bringing our members and their national/local achievements closer to our audiences. As an extension, we initiated the #MeetThe Team campaign, where the focus is to highlight the behind doors work done by our team.
In 2023 we had 2,193 press mentions (a 27% increase from 2022 [472 more mentions]), we have also increased our qualitative media outreach by being featured in several worldwide- and nationally-read titles (in addition to our usual regular presence in pan-EU media) including:

Info Members: In 2023 we had 10 staff working on EU policy (including colleagues part of coalitions such as Break Free From Plastic Europe and Rethink Plastic Alliance). Overall the ZWE only staff includes a total of 23 employees.

Is Member Of: ZWE creates a space for its member organisations to work together, grow, build their capacity and expertise, and empower them to bring systemic change to move Europe towards zero waste. In order to push forward change, it is crucial that we continue to build the capacity and expertise of ZWE members, facilitate a space for creation and implementation of transformational campaigns that are brought to life by members and implemented together. With the new ZWE strategic framework 2022-2024, we aim to create a strong sense of common direction as a network, and support and empower ZWE members to lead on the individual pieces of the strategy, where relevant.
