Goals: ZappTax is an innovative service that facilitates tax-free shopping by use of a smartphone application.
The app provides non-EU resident travelers visiting Europe with a simple and convenient mobile solution. Travelers upload pictures of their purchase invoices onto the app. ZappTax subsequently edits and sends them a consolidated tax-free form. ZappTax works for any purchases and at any stores and allows for consolidation of small purchases. Refunds are on average 10 to 15% higher than what travelers get today. The service is supported by a powerful built-in customer support chat function.

Broader context: Travel and Tourism package. This initiative is foreseen in the 2020 Tax Action plan given the need to review the rules applicable to the travel and tourism sector as they have never been updated and do not reflect certain changes in the sector such as digitalisation, the growth in international and intra-EU transport and, the increase in international competition.
This initiative is linked to other EU reform initiatives such as VAT in the Digital Age, the European Green Deal and the Transitional pathway for Tourism.
