Mission & Interests

Goals: Volonteurope operates at European level through the Secretariat and has 41 member organisations across Europe (EU and Council of Europe member states). Its members are formally linked to Volonteurope through a statutory membership modality (membership application and agreement, based on the payment of an annual membership fee, which specifies the rights and obligations of the ENGO and the members). This membership connection is provided legally by the ENGO’s Statutes, which comply with the Belgian associative law. As an ENGO, Volonteurope promotes social action and active citizenship as routes to more social justice in Europe and beyond. Established in 1981, it comprises close to 40 members across the continent. Between them, the members engage hundreds of thousands of volunteers and beneficiaries. In turn, this diverse membership gives the network access to active citizens and grassroots level of engagement, particularly so at youth level.

Activities

Main EU Legislative Proposals: We focus on a range of activities which are driven by our members, associates and partners, as well as contribute to campaigns, advocacy and projects undertaken by other civil society organisations, networks and platforms, where we are either direct members or partners, including project partners. We focus strongly on youth engagement, youth activism, civic rights, active citizenship, social justice, the rule of law and other issues associated with creating stronger, more cohesive, communities in Europe and beyond. Volonteurope's vision is of a world where the principles of inclusion, collaboration, sustainability, and equality, with the youth as a target group, and a particular focus on LGBTQIA+, women, disabled persons and migrant rights, guide thinking and practices in policy making. Volonteurope's mission is to work, in collaboration with its members and partners, to advocate for social justice for all. With membership and collaboration in several European networks and platforms (full member of Social Platform, Lifelong Learning Platform, Civil Society Europe, and European Civic Forum, as well as the Erasmus+ Alliance), Volonteurope has a strong European policy development, dissemination, and multiplier capacity, to work on various issues related to volunteering, active citizenship, and social justice, and how these can lead to and how these can bring about positive change in communities in Europe and beyond. We have been focusing on the following EU legislative proposals and policies, targetting them specifically: * Minimum income directive proposal * Minimum wage directive proposal * European Pillar of Social Rights and its Action Plan, specifically being engaged in major events such as the Social Platform Flagship Conference, where we ran a workshop on lifelong and lifewide learning for just green transitions, the outcomes of which were then taken to the Social Summit in Porto * Green and digital transitions; Agenda 2030 and Sustainable Development Goals * The application of the rule of law * Conference on the Future of Europe The network has been also directly involved in the work of the Civil Society Convention on the Future of Europe, co-chairing working groups and engaging citizens, and recently continued its collaboration with other EU networks on the Civil Society State of the Union Report 2023. Volonteurope is a member of the Civil Society Liaison Group at the European Economic and Social Committee and engages in regular advocacy with the European Commission and the European Parliament. It has a track record of projects under the former ‘Europe for Citizens’ programme, EUAV, ESC, Erasmus+ and Horizon, and is a capable leader of transnational initiatives.
Communication Activities: In February 2018 we launched the “Active Citizenship Footprint”, a direct output of our four-year work on the Active Citizens for the Common Good Campaign. The methodology to produce the Active Citizenship Footprint has been based on the results of a survey and literature review, drawing particularly on the study by Hoskins and Mascherini (2008). The main aim of this tool is to foster self-reflection and encourage engagement through highlighting areas of strength and weakness in relation to active citizenship. In March 2018, as a result of four-year of work, through a European working group on measurement, we launched the “Measuring the Impact of Volunteering” Position Paper. The Paper offers a range of methodologies for measuring and evidencing the social impact of volunteering, addressed to a wide range of civil society organisations. Our Annual Conference, held in Brussels on 27-28 November 2019, was entitled "Taking democracy, European values and participation to a new level through European Programmes". At this 28th Annual Volonteurope Conference, we advocated for the civil society sector having its voice and place in European funding programmes to effectively promote democracy, European values and participation, to ensure no one is left behind and we achieve more socially just, tolerant and inclusive Europe. We have been organising either ourselves or jointly with our members and partners, a wide range of events and training provision: * 6 May 2020, Virtual Debate "What happens when we start to get out of this?", focusing on the change of working during the pandemic, impact on organisation's activities and providing capacity-building for the time of re-opening - which effectively, took much longer time * 24 June 2020, Capacity-building webinar "One size doesn't fit all... but we can learn from one another", where we provided a platform for NGOs to share their experiences of coping with the pandemic and especially in the context of volunteering, active citizenship and rule of law * 18 September 2020, Webinar on "Volunteering is for everyone", to promote access to volunteering * Training sessions for members and partners on the use of social media, working with the press and public relations * 1-5 March 2021, EESC Civil Society Days, running a workshop on youth activism, systemic change and recovery in Europe, in partnership with the EESC * 4-5 May 2021, working to deliver workshops at the Social Platform Flagship Conference on lifelong and lifewide learning for just green transitions * Participating, in in a series of European Parliament events with MEPs on the Social Pillar and the Action Plan, throughout 2020-21 * 7 May 2021, took part in the Porto Social Summit, speaking at workshops on skills and delivering a speech on the Declaration on behalf of Europe's civil society, in from the Presidents of the EU Institutions and Heads of Member States, as well as social partners * Through membership relationship with Social Platform, co-signatory of the European Platform on Combatting Homelessness and has regularly participated in EPOCH events, as well as contributes to Informal EPSCO Councils under EU Presidencies (for example, Bordeaux in February 2022, and upcoming Stockholm in May 2023). * Speaking at the Social Forum in Porto on 27 May 2023. Our last AGM was held in Brussels on 31 May 2023. We held our Annual Conference and EGA in Warsaw on 5 December 2023, linking it to our Horizon project, FLOW - Future Lives with Oceans and Waters. It was entitled "Building more resilience and stewardship through social action and citizenship".
