Goals: Horatio: European Psychiatric Nurses, is an organisation representing psychiatric and mental health nursing organisations within Europe. In co-operation with other organisations, projects and individuals, Horatio is an active partner in discussions that influence European mental health issues with particular reference to the viewpoint of nurses.

Activities
Main EU Legislative Proposals: The pan-European Mental Health Coalition of the WHO European Region a flagship initiative of WHO/Europe launched in September 2021 in response to growing recognition of the mental health problems and disparities faced by communities across the WHO European Region, particularly in the wake of the COVID-19 pandemic. Since then, the Coalition has been promoted among a broad range of stakeholders to ensure a diverse representation of dedicated parties in the Coalition. Horatio is a member of that Coalition working in the area of supporting :
workpackage 6 : . Supporting countries in transforming mental health services
Continuing the work done by WHO and Member States, the Coalition will aim for the scaling up of existing
efforts to integrate mental health into primary healthcare (e.g. mhGAP), promote deinstitutionalization,
train and support the mental health workforce and adopt a human rights- and person-centred approach to
mental health services based in the community (e.g. WHO QualityRights).
European Psychiatric Nurses, Horatio, is following EU-level and international initiatives and policies as well as changes in the legislation whenever they concern mental health issues, especially from the viewpoint of mental health nurses. For example the publications by WHO and UN on mental health.
