Mit etwa 1000 Mitarbeitenden ist das Unternehmen eine Schnittstelle zwischen Politik und Verwaltung, Wirtschaft und Forschung. Es organisiert für Ministerien die Forschungsförderung, erstellt im Auftrag Studien zu Innovationen und Technik und betreibt Geschäftsstellen für Netzwerke, Plattformen und Programme. Außerdem nimmt es an Fördermittelauschreibungen der EU teil. Gesellschafter des 1978 gegründeten Unternehmens sind der Verein Deutscher Ingenieure (VDI) und der Verband der Elektrotechnik Elektronik Informationstechnik e. V. (VDE).
