Mission & Interests
Goals: The Union of European Federalists (UEF) is a non governmental and supranational organisation dedicated to the promotion of a democratic and federal Europe.
It consists of 27 constituent organisations with over 12,000 members and it has been active at the European, national and local levels for more than 70 years. It was founded in 1946, shortly after World War II, with the belief that a peaceful and prosperous Europe could only be a federal Europe based on the rule of law only a European Federation, based on the ideal of unity in diversity. Only a European Federation could overcome the persistent division of the European continent that had caused the suffering and destruction in so many wars and, particularly, of the two World Wars. Federalists believed that only a common effort of European citizens working towards this goal could create a peaceful and democratic European Federation guaranteeing freedom and the protection of human rights.

Activities
Main EU Legislative Proposals: The activities of UEF Europe are mainly addressing European institutional affairs. That includes advocacy work towards the reform of the institutional set-up of the Union, within and beyond the current scope of the Treaties. The UEF pays a particular interest to the European Parliament's Constitutional Affairs (AFCO) Committee and its reports, especially on its work on the Conference on the Future of Europe.
The UEF also closely follows the activities of the Parliament's Economic and Monetary Affairs (ECON) Committee with a view to advocating for the creation of a true fiscal and political Union to support the Euro and secure its future, in particular in the framework of the MFF negotiations.
The organisation is interested in all European policy and legislative files that represent an opportunity to improve the democratic functioning of the European Union, that may strengthen the external representation of the EU and that provide an opportunity to move towards a true federal Union.
Our proposals towards a Federal Europe are based on four main points:
1. Completing the Economic and Monetary Union. The Economic and Monetary Union (EMU) has a single currency without a central economic and fiscal authority and with substantially independent national fiscal and economic policies. The Eurozone needs its own budget managed by an EU finance minister under the control of the European Parliament to be able to deliver for its citizens. Suitable taxation mechanisms and new forms of debt instruments for the Eurozone are therefore required. Resources should be used to assist states in difficulty, fund projects of strategic European importance and allow for automatic macro-economic stabilisers. Once completed, the Eurozone will be the federal core of the European Union open to all those who want to join.
2. Creating a European Defence Union. Fragmentation in foreign affairs and security is an immense waste of time, energy and money for all member States. A federal foreign and security policy would bring security for European citizens, more stability at the EU borders, more efficient military spending, and would enable the EU to exercise a strong transformative power in view of a cooperative multilateral global order. The role of the High Representative should be developed and a permanent structured cooperation among willing member States in the field of defence should kick off. Priority should be to create European capabilities through European R&D programmes and the development of a Europe-wide integrated defence market. Moving towards EU strategic autonomy and a European Army in the long term would require an equivalent progress in political union.
3. Creating a Common Immigration and Asylum Policy. In recent years migratory phenomena into the EU exposed all the contradictions and inefficiencies of EU’s existing policies. The EU needs a federal comprehensive strategy on migration, covering asylum-seekers, legal and illegal migration and providing a framework of partnerships with countries of origin as well as transit. The first priority of any EU action must be the imperative of saving lives and ensuring the dignity of all persons. Secondly, no migration should be used as an excuse to hijack the free movement within the Schengen area. Both require that EU external borders are managed by a federal European Border Service integrating border management forces from member States. An EU-wide mandatory relocation system should be set up and managed by a European Asylum Agency.
4. Reaching a sovereign and democratic Europe. Europeans cannot be held hostage of the inconclusiveness of the intergovernmental method any longer. Europe needs a federal Government, with the competences, powers and resources to exercise its mandate.
Communication Activities: In 2021-2022, UEF's activities can be classified as follows:
▪ Conference on the Future of Europe (CoFoE): UEF campaigned for the launch of the CoFoE and contributed with ideas into the platform and in the plenaries as part of the European Movement International (EMI) delegation. UEF's appeal "Our federal Europe: sovereign and democratic" (https://www.federalists.eu/news-uef/view/uef-the-spinellii-group-appeal-our-federal-europe has been signed by more than 500 European personalities so far.
▪ European projects
1. Crossroads Europe: Europe for Citizens' programme project (June 2020-August 2021). It aimed at fostering cross-cutting dialogue about the EU, the challenges facing it and its future through a series of offline events dedicated to main forms of organised civil society (trade unions, student organisations, business associations and NGOs) and policymakers. The project equiped them with the necessary tools to elaborate policy recommendations around four key themes and, at the same time, it raised awareness among them of the benefits of a closer EU
2. Democracy is Europe: Europe for Citizens' programme project (October 2020-December 2021). It aimed at raising awareness of remembrance, common history and values and the Union’s aim that is to promote peace, its values and the well-being of its peoples by stimulating debate, reflection and development of networks.
3. Make Europe Bloom: European Parliament DG COMM project (May 2021-ongoing). One one hand, it aims at raising awareness of the Conference on the Future of Europe (CoFoE), as a framework in which to advance the reforms that can create the conditions and changes that citizens are demanding. On the other hand, it contributes to setting up the New European Bauhaus.
