Mission & Interests

Goals: “Union of European Clubs” abbreviated “UEC” is an international non-profit association of European Football clubs constituted in accordance with the laws of Belgium following the Code on Companies and Associations of 23 March 2019, published the 4th April 2019 in the Belgian official Gazette (hereafter “CCA”). 1. The objectives of UEC are: a) to promote and advocate for the highest standards of stakeholder participation/representation and social dialogue between all such football stakeholders; b) to advocate for the principle of solidarity as a key element necessary for the healthy and balanced development of football; c) to promote and advocate for the highest standards and principles of good governance, such as accountability, democracy and transparency; d) to promote and advocate for open and balanced sporting competitions; e) to support the sports policies of EU institutions and promote and advocate for the protection and development of a large and healthy profession (...)

Activities

Main EU Legislative Proposals: The White Paper on Sport (2007) states that the Commission is ready to play a facilitating role or take action if necessary in fulfilment of the legal and policy conditions for the autonomy of sports governing bodies. Article 165 TFEU relates to the recent European Super League which was proposed in April this year and that was deemed detrimental to European football values by all football stakeholders. Our activities are not related to legislative proposals but more so the protection of these key European policies in the governance of European football. We have been in dialogue with the EU Parliament MEP Sports Group and the EC Sport Unit in Directorate General for Education and Culture to contribute to the development and protection of existing policies of the European Sports Model policies such as EU Commission’s Communication on Sport (2011), Council Resolution on the key features of a European Sport Model (2021), and European Parliament resolution of 23 November 2021 on EU sports policy: assessment and possible ways forward (2021/2058(INI)) We would be happy to provide further clarification at your request.
Communication Activities: Inaugural event of Union of European Clubs (UEC) took place on 24 April, 2023 in Brussels. 103 of professional clubs of all sizes from around the continent were present. Also present were officials from EU institutions, various football stakeholders, and media. https://www.ueceurope.org/post/the-union-of-european-clubs-launches-in-brussels In October, 2023, in Brussels, the UEC organised the European Professional Football Forum event that took place in the presence of representatives of 104 clubs, 15 leagues and 42 football stakeholders. Is Member Of: UEFA: The UEC’s core values and principles reflect those set out by UEFA in “UEFA Strategy 2019-2024 - Together for the Future of Football”. A good relationship with UEFA is exceptionally important for the UEC and we believe the organization can also be a valuable partner for UEFA on matters pertaining to the broader issues in European and international football. European Leagues: UEC was, in fact, born out of a European Leagues initiative in the form of the Club Advisory Platform (CAP) organised a few times in the past two years. UEC was in contact with European Leagues this year to share ideas and has received encouraging comments and broad support. The two organisations agreed that we share the same objectives and can create synergy in addressing the issues of common concern. UEC believes that domestic leagues and the clubs they are composed of are different stakeholders and require different representative bodies. Football Supporters Europe: UEC has met with fan organisations and received strong backing and even some practical assistance for the initiative. We are fully aligned on all objectives of Football Supporters Europe and are confident that our co-operation will continue to develop. The UEC is committed to open communication and fostering close cooperation with all the stakeholders in European football.
