Mission & Interests

Goals: The Malta Chamber of Commerce, Enterprise and Industry is the independent voice of the private sector in Malta. Established in 1848, its principal mission is to actively represent companies from all economic sectors and ensure that entrepreneurs enjoy the best competitive environment and regulatory conditions possible for the conduct of business. To this end, The Malta Chamber builds upon five main economic pillars, namely Economic Growth and Resilience, Sustainability, Digitalisation, Human Capital and Governance and categorises its membership in three main Economic Groups representing (i) manufacturers, (ii) importers, distributors and retailers, and (iii) service providers. The role of these Economic Groups is to represent the various business sections that form part thereof, and to provide them with a forum within in which to assess, discuss and formulate positions in relation to proposed policy measures that would directly affect them.

Activities

Main EU Legislative Proposals: To date The Malta Chamber has issued several policy recommendations on various issues ranging from the national workforce strategy to tourism, good governance, resilience and sustainability. In fact, in view of the multi-sectoral membership landscape of the Chamber, many of the EU legislative proposals or policies could possibly impact the industries represented therein. Thus, throughout the years, The Malta Chamber has reviewed, discussed and issued policies on many subjects, including (but not limited to) the below: - Regulation (EU) No 651/2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty (GBER) - Business in Europe: Framework for Income Taxation (BEFIT) - Council Directive laying down rules to prevent the misuse of shell entities for tax purposes and amending Directive 2011/16/EU - Fit for 55 Package and the revision of the Energy Taxation Directive - Union Customs Code - EU Emissions Trading System (EU ETS) - Commission proposal on the revision of the Industrial Emissions Directive - Carbon Border Adjustment Mechanism (CBAM) - Council Directive 92/106/EEC of 7 December 1992 on the establishment of common rules for certain types of combined transport of goods between Member States - The Mobility Package - Directive 2011/7/EU of the European Parliament and of the Council of 16 February 2011 on combating late payment in commercial transactions (Late Payment Directive) - DIRECTIVE (EU) 2019/904 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 5 June 2019 on the reduction of the impact of certain plastic products on the environment (Single Use Plastic Directive) - Directive 2004/35/CE of the European Parliament and of the Council of 21 April 2004 on environmental liability with regard to the prevention and remedying of environmental damage - European Parliament and Council Directive 94/62/EC of 20 December 1994 on packaging and packaging waste - Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain Directives - Commission Proposal for Proposal for a Directive of the European Parliament and of the Council on improving working conditions in platform work - Council Directive 2003/109/EC of 25 November 2003 concerning the status of third-country nationals who are long-term residents - Directive (EU) 2019/1158 of the European Parliament and of the Council of 20 June 2019 on work-life balance for parents and carers and repealing Council Directive 2010/18/EU
Communication Activities: As part of its continuing efforts to keep both its members and the general public informed of the latest policy and regulatory developments within the EU, The Malta Chamber organises info sessions, webinars and conferences almost on a weekly basis. Other events organised dealt with Digitalisation, Artificial Intelligence, Brexit, post-Covid recovery, Public Procurement, Human Capital and Education, Taxation and many others.

Is Member Of: Chapter 13 of the Laws of Malta (Commercial Code) entrusts The Malta Chamber to automatically represent the commercial, mercantile and industrial community in Malta, and hence all the natural and legal persons that form part of the business community in Malta as per Article 119(2) and Article 120(2). The membership of The Malta Chamber is divided into two categories, namely (i) Corporate Members and (ii) Individual Members. Corporate membership is open to persons who are not physical persons, including, in particular: i. Any company; ii. Any partnership; and iii. Any form of establishment effectively managed and controlled in Malta. In the case of groups of companies, Corporate Membership is however open to the individual companies forming part of the group and not to the group itself. Notwithstanding the legal personality of corporate members, these are represented by physical persons who for all intents and purposes, are still considered to be individual members of The Malta Chamber and enjoy the rights granted to them and are subject to the obligations imposed upon them membership in their capacity as Individual Members. The number of corporate representatives is dependent on the size of the corporate member. The individual members and corporate representatives amount to almost 2,000.

Its members include many of the world’s leading companies, SMEs, business associations and local chambers of commerce.
