Communication Activities: Projects and events: World Circular Economy Forum in Brussels 2024, Digipower Investigation, Digiprofile test, TEHDAS - the joint action Towards the European Health Data Space - advances more extensive use of health data and provides elements to the European Commission's legislative proposal on the European Health Data Space; e-learning materials on the opportunities of renewing EU data regulation (DMA, DSA, DGA, Data Act(Data Strategy 2.0). Data Spaces Support Centre (DSSC) Workshops and webinars on key policy topics, targeting European and international stakeholders, e.g. in October 2023 a webinar organized together with EPC titled A circular economy powered by the Single Market: Key policies ahead of the EU elections, participation in Cedefop’s foresight workshop on circular economy skills webinars on first impressions on new data regulation (EHDS, Data Act, DGA). Sitra coordinates the EU Horizon2020 funded PSlifestyle project. In 2023 Sitra started a new training program “Leadership training for the future EU” -partners: European Commission, European Parliament, Bruegel, media Publications: Sitra’s proposal to the next European Commission : put nature at the heart of decision-making, mainstream circular economy within EU single Market and continue the European Green Deal, Foster demand for low-carbon cement and steel through innovation and public procurement, Developing a 2040 vision for circularity in appliances, 35 proposals to make the European data strategy work, A roadmap for a fair data economy, the working paper on EU regulation builds a fairer data economy: the opportunities of the Big Five proposals for businesses, individuals and public sector; CEN CWA 17525 “ Elements of fair and functioning data economy: identity, consent and logging”, Fair Data Economy Rulebook Digitrail Survey, Technology Landscape of Data Sapces (2023), Toward a a Holistic EU Data Governance (2023)Sitra is collaborating with Climate-KIC, Energy Transitions Commission (ETC), European Climate Foundation, European Forest Institute (EFI), Material Economics and Vinnova in a project that provides an overview on the future demand and supply of bioresources in the EU, and seeks to chart a way forward to direct bioresources to the most advantageous uses in the transition to a net-zero economy. In 2022 Sitra published the results of Digipower investigation, which also indicates that the digital giants do not comply with the EU’s General Data Protection Regulation (GDPR). In December 2022 Sitra published a working paper titled Gatekeeping in the digital age which provides an insight into the nature of digital power and its different dimensions by taking the gatekeeping theory from communications studies, from the age of mass communication, and applying it to the digital environments of the 2020s. One of the key questions raised by the working paper is how to support gatekeeping that strengthens democracy in a situation where the opportunities for national regulation are limited. The EU’s comprehensive package of data legislation will respond to a genuine need, but from the Nordic viewpoint of media regulation, the perspective of mere risk and harm prevention is a narrow one. In 2023, Sitra participates in Good Lobby and Ashoka’s co-creation process to rethink policymaking in a way that enables citizens to engage and collaborate with policymakers to design more impactful policies at the EU level. Complementary Information: Sitra received EU funding for the first time as a result of cooperation within the EU in 2021. There were three projects receiving EU funding at the end of 2021: The TEHDAS Joint Action towards the Health Data Space project (3rd Health Programme) (199 568,52 € /2022) at Sitra in the Health Data 2030 project, the PS Lifestyle project (Horizon 2020 programme), at Sitra in the Sustainable everyday life project, and the DSSC Data Space Support Centre project (Digital Europe Programme, 100 % funding 308 416,80/ 2022), at Sitra in the Gaia-X project. As Sitra’s role as the co-ordinator in the TEHDAS and PS Lifestyle projects also involves co-ordinating the flows of money, the income and other expenses in the income statement include three million euros in funding distributed to external funding partners (619 000 € in 2022). The proportion of income that remained with Sitra was 0,3 million euros in the result for 2022. Excluding EU funding, operational expenses totaled 80,9million euros. Sitra, together with Finnish Ministry of Foreign Affairs and Belgium Development Agency, are currently preparing European Union funded action called “EU Circular Economy Resource Center” (EU CERC). The overall objective of the action is to increase the uptake of sound circular economy policies and business models, based on peer-to-peer exchanges and partnerships between EU and third country stakeholders. The action is financed under the “Neighborhood, Development and International Cooperation Instrument (NDICI-Global Europe)”. The grand total is 15,000,000 €. Implementing agencies are Sitra, Finnish MFA and Enabel. According to the plans, EU CERC will start its operations in 2025 and the duration of the project is 60 months.
