Mission & Interests
Goals: South East Technological University (SETU) is the newly established (1st May 2022) first technological university in south east Ireland comprised of the former Waterford Institute of Technology (http://www.wit.ie/) and Institute of Technology Carlow (https://www.itcarlow.ie/). This gives us an exciting platform to establish our community as a centre for innovation, opportunity, and growth. SETU has a number of research departments, all led by the VP of Research with the support of the Research Support Office. One of these is the Walton Institute for Information and Communication Systems https://waltoninstitute.ie/, the group in SETU who coordinate the EU - US TRACK-STAR project, which is short for TRAnsatlantic Civil society dialogues with Key policy STAkeholdeRs. TRACK-STAR is funded by the European Union and supported by the Delegation of the European Union to the United States of America within Service for Foreign Policy Instruments (FPI) portfolio.

Activities
Main EU Legislative Proposals: Within TRACK-STAR project, the project has set up seven working groups as per the call for proposals. The working groups address the policy issues emphasized in Lot 2 of the CfP for Transatlantic Policy Dialogues:
1. Circular Economy and Biodiversity
2. Climate Change (incl. European Green Deal & Farm-to-Fork)
3. Energy
4. Democracy and Transparency
5. Digital Economy
6. Regulatory Cooperation
7. Trade and Investment.
The project is convening Civil Society Organisations within its 7 working groups and in the second year (2022) of the project will be taking the prioritised topics, as worked on during its first year (2021), and will find the correct EU legislative authorities such as the European Commission and European Parliament to promote these topics within their respective policy domains.
In addition, the project has been keeping abreast of the activities of the EU-US Trade and Technology Council (TTC) and examining synergies between the TRACK-STAR WGs and the TTC WGs. At our October 2021 TRACK-STAR meeting, we provided an initial mapping of the TTC working group structure to illustrate for our groups the ways in which the TRACK-STAR policy concerns can contribute to the policy debates within the new TTC structures. Each of our working groups plans to engage with issues relevant to one or more TTC structures and agenda points. A non-exhaustive list of examples is provided below in closing for illustrative purposes:
• The Digital Economy (DE) WG proposed a specific TTC workshop regarding transatlantic interoperable Internet of Things standards in TTC WG 1 (Technology Standards Cooperation).
• The DE WG proposed a TTC transatlantic workshop on strengthening policy to advance cybersecurity solutions for SMEs (small- and medium-sized enterprises) in TTC WG9 (Promoting SME access to and use of digital technologies).
• The DE WG promoting the use of scenario analysis in the assessment of risks in digital economy in TTC group WG5 (Data Governance and Technology Platform.
• Regulatory Cooperation (RegCoop) WG promotes addressing services sectors frustration about regulatory cooperation mainly between goods sectors, especially in relation to standards and technology issues in TTC WG 1 (Technology Standards Cooperation).
• RegCoop WG promotes a TTC workshop on the modernisation and strategic level transatlantic cooperation in TTC WG 7 (Export Controls Cooperation) and TTC WG8 (Investment Screening Cooperation).
• Trade and Investment WG promotes a more proactive transatlantic (and more global) approach on textiles trade agreements especially in addressing struggles in relation to tariff, distribution and other policies in TTC WG10 (Global Trade Challenges).
• Climate Change WG is prioritising the promotion of topics related to ensuring the success of the European Climate Pact and achievement of the 2030 Climate Target Plan.
In particular, in addition to coordinating the TRACK-STAR project, the SETU / Walton team are the coordinators of two of the above working groups: Regulatory Cooperation and Trade and Investment WGs.
Communication Activities: The project has numerous communications activities related to all of the WGs mentioned above, including publishing an annual yearbook of success. The project also publicises information via the WG members and through web and social media.
