Mission & Interests

Goals: The Slovene association for Legal Lobbying (Združenje ZZL) was founded in 2020 with the aim of increasing the reputation of legal lobbying through presentations of good domestic and international lobbying practices, promotion of the lobbyist profession, education and information, and bringing together professionally registered lobbyists and other interested individuals. With its activities, the ZZL takes care of the development of the lobbyist movement in Slovenia with an emphasis on the implementation of the code of professional ethics for lobbyists. The association monitors changes in the field of good practices and legislation, which follow the exemplary example from the European Union and more widely around the world. In the following, we strive for the gradual professionalization of legal lobbying in Slovenia, following the example of the most developed democracies.

Communication Activities: The Slovene Association for legal lobbying has together with the Public Affairs Community of Europe, organised a two-day Conference at the National Assembly in Ljubljana, Slovenia. The conference took place on the 15th and 16th of May 2023, with the aim to encourage participants to engage in an active debate and demonstrate how ethical and transparent lobbying can strengthen democratic processes and protect the public interest. The event was opened with introductory speeches by the President of the National Assembly of Slovenia, mag. Urška Klakočar Zupančič, president of the Slovene Association for Legal Lobbying Mihael Cigler and president of PACE Maria Rosa Rotondo, and then the discussion was continued by international experts from various fields. Through four roundtables, we presented the latest developments in legislation, tools, and practices in legal lobbying, as well as explored the links between Euro-Atlantic countries and legal lobbying in the United States and United Nations institutions. Each roundtable featured presentations on the following topics: 1) OECD Recommendations on the Regulation of Legitimate Lobbying in Relation to EU National Parliaments 2) Presentation of National Legislation on Legal Lobbying and Practical Aspects of Legal Lobbying Tools in Slovenia and elsewhere 3) Euro-Atlantic Links and Legal Lobbying in the United States and United Nations Institutions Media and Transparent Lobbying The event was a unique opportunity to network with professionals from across Europe and beyond since multiple actors from across the globe attended the event.
