Mission & Interests

Goals: The Restaurants Association of Ireland was formed in 1970 with the initial goal of forming a strong lobby that would represent the industry at Government level on issues of importance to the Irish restaurant industry. Over the past 50 years, the Restaurants Association of Ireland has worked on various campaigns to bolster the Irish and European restaurant sector including on issues surrounding taxation, employment, licensing, transport, standards and curriculum development both at Irish and European levels.

Activities

Main EU Legislative Proposals: A number of legislative proposals currently being explored by the EU are of interest to the RAI and our members. These include: First and foremost, the Platform Work Directive (PWD) is of extreme significance to the RAI and our 3,000 members across Ireland, many of whom operate delivery services. The PWD will have tax implications for the employment of delivery drivers for Ireland's restaurant sector and will inform national policy that will be implemented by the Revenue Commissioners. Council Directive (EU) 2022/542 (the Reduced VAT Rates Directive) - the RAI has commissioned an independent analysis of the Directive and its implications for national VAT policy in Ireland, particularly pertaining to the possibility of 'splitting' the VAT rate of food services from accommodation services. The Digital Services Act, separately, will be of great interest to those Irish food-led hospitality operations that rely disproportionately on digital advertising on a national, EU and global level. Other legislative proposals around the sale of goods and services, particularly in the online arena, are also of interest to the RAI. Finally, EU policies surrounding climate measures which impact specifically on food and agriculture businesses and policies surrounding transport will also be of interest to the RAI and our members.
Communication Activities: Working Groups play a vital role within the organisation, focusing on specific policy areas. Each group meets at least twice per year and is dedicated to a particular domain, leveraging the expertise of multiple representatives from the RAI membership.

Organisation Members: The Restaurants Association of Ireland sits on the council of HOTREC, the representative body for Europe’s hospitality industry which brings together 47 national associations in 36 countries and is the voice of hotels, restaurants, bars, cafés and similar establishments across the EU. CEO of the RAI, Adrian Cummins, is the Treasurer of Hotrec. Nationally, the RAI is also a member of the Irish Tourism Industry Confederation (ITIC), a industry-wide tourism representative body.
