Mission & Interests

Goals: PICUM - the Platform for International Cooperation on Undocumented Migrants, is a non-governmental organisation (NGO) that aims to promote respect for the human rights of undocumented migrants within Europe. PICUM also seeks dialogue and collaboration with organisations and networks with similar concerns in other parts of the world. PICUM provides a link between the local and the Europea level, reporting and advocating on issues regarding undocumented migrants based on its members’ experiences and simultaneously monitors developments within the European institutions affecting undocumented people. This approach mainstreams undocumented migrants' concerns into key policy debates, ensures PICUM’s network is well informed of the EU agenda and develops their capacity to engage in the realisation of just and fair policies and practices affecting undocumented migrants.

Activities

Main EU Legislative Proposals: EU MIGRATION AGENDA Promoting the implementation of migration policies and practices that reduce vulnerabilities and improve social inclusion of people at risk of expulsion due to their precarious migration status. Together with governments, the Commission and national NGOs, designing and implementing pilot initiatives that help resolve people’s immigration status while remaining in the community, without resorting to detention which causes social exclusion and harm in the short and long term. Gathering data and evidence on return procedures and their alternatives, and assessing their impact on the well-being and future outlook of persons. Promoting migration procedures that are in the best interests of the children concerned and result in durable solutions. Working, with CSOs and governments, towards the implementation of the 2017 Communication on the Protection of Children in Migration. Following the preparation of EU regulations on EU funds promoting migrants’ inclusion and access to services, and the policy frameworks that deliver the funding, including relevant EU Action Plans and strategies. Contributing to EU policy debates and processes around regular migration, with a focus on increasing and improving labour migration pathways to promote decent work and social inclusion. ACCESS TO JUSTICE Supporting implementation of the EU Victims' Directive, particularly with regards to its application to undocumented victims of crime. Supporting implementation of the EU Anti-Racism Action Plan, including to improve access to justice for and reduce discrimination against undocumented people. Promoting awareness of the rights of victims who are undocumented, and how to effectively implement those rights, as defined and required by EU and international law. VIOLENCE AGAINST WOMEN Supporting implementation of the EU’s action plan on gender equality and the EU’s directive on violence against women, particularly as regards the inclusion of undocumented women; as well as the EU’s ratification and implementation of the Istanbul convention. Promoting awareness about the barriers faced by undocumented women in accessing support and services. REDUCING HEALTH INEQUALITIES IN THE EU Promoting health-related policies and actions at the EU land national levels around equitable access to health services, regardless of migration status. Increasing understanding and awareness of the impact of policies outside of the health sector on migrants’ safety and health, the relationship between residence status and social exclusion, and of the potential to address social determinants of health by integrating a rights- and health-based perspective across areas of EU policymaking. INVESTING IN CHILDREN Coordinating joint advocacy to advance policies and practices that address child poverty and social exclusion by embedding child rights, the 2013 Investing in Children Recommendation, the 2021 Child Guarantee (proposal) and the comprehensive Child Rights Strategy (2021-2025). FAIR WORKING CONDITIONS Promoting mechanisms that enable all workers regardless of status to enjoy fair, safe and secure working conditions, file a complaint and access remedies in cases of exploitation. Contributing to EU policy processes that impact rights of migrant workers, including EU policies and actions on agricultural and food, sustainable corporate governance, trafficking in human beings, care and ageing, labour rights, permits and undeclared work. Addressing the particular risks of discrimination and exploitation faced by workers linked to their gender and type of work. EUROPEAN PILLAR OF SOCIAL RIGHTS (EPSR) PICUM serves as a bridge between the EU’s social agenda and migration agenda, bringing the realities of migrants into the social inclusion agenda, including the EPSR Action Plan, while also mainstreaming concerns regarding employment, health, children, access to services and social cohesion into the migration policy debate.
Communication Activities: 1) Monitoring and advocacy towards EU policies on social rights, migration policy, labour rights, health, victim’s rights, gender equality and child rights. PICUM works to ensure that EU priorities on migration are compatible with its objectives on quality and sustainable employment, adequate and decent social protection, combating social exclusion and poverty, and improving working conditions. PICUM regularly interacts with EU institutions to advocate for the inclusion of the human rights of migrants in EU policies. This includes, for example, advocacy towards in connection with the proposed recast of the Single Permit Directive; working with the EMN Return Expert group on alternatives to detention and deportation of children and people with vulnerabilities; meetings with MEPs on various policy and legislative files under the EU Pact on Migration and Asylum. PICUM regularly participates in strategic civil dialogue meetings organized by DG Employment. PICUM also follows the EU Victims of Crime policies and participates in meetings of the Victims’ Rights Platform, and meetings with the EU Coordinator on Victims’ Rights on safe reporting for undocumented victims of crime, anti-racism and gender-based violence. 2) Produce research and analysis concerning ongoing EU policy processes shaping the living and working situation of people with an insecure or irregular residence status. Credible data and analysis on the living and working situation of undocumented migrants, alongside the articulation and promotion of good practices underpins PICUM’s efforts to influence the policy agenda and facilitate civil society engagement in key EU-driven processes on social protection and social inclusion. PICUM provides regular information on EU migration, social and employment policy issues, offers opportunities for strategic engagement at the EU and global levels, and convenes spaces for exchange and mutual learning among members. PICUM seeks to support members to address the daily social exclusion challenges, build collective analysis regarding EU and global trends, and highlight the positive impact of EU instruments addressing poverty and discrimination. PICUM is also working with members to facilitate meaningful participation of people with lived experience in our network, across all aspects of our work.
