Mission & Interests
Goals: PRI's ambitions are:
1) To put people in criminal justice systems at the heart of our work
2) To address key trends in criminal justice systems
3) To work practically to create fair and effective criminal justice systems
4) To engage with a variety of stakeholders
To achieve our goals, we work as a catalyst for change through a smart mix of advocacy and practical programmes for reform. We work on four inter-connecting levels.
We advocate criminal justice reform at national, regional and international levels, engaging with governments, authorities and inter-governmental organisations.
Our regional offices deliver practical programmes, often in partnership with local civil society partners, promoting and implementing human rights and international standards.
We develop and disseminate information and resources through our publications and website.
We build the capacity of local civil society organisations to address penal reform in their work and give them a platform (...)

Activities
Main EU Legislative Proposals: PRI follows EU legislative and policy developments on criminal justice with regard to internal Directives and Recommendations, including child-friendly justice and procedural rights, as well as efforts around non-discrimination. This includes input on the consultation on the ‘Commission Recommendation of 8.12.2022 on procedural rights of suspects and accused persons subject to pre-trial detention and on material detention conditions.’ We also follow external policies that are in development, e.g., on torture and death penalty.
Communication Activities: As a member of the civil society umbrella organisation, Human Rights and Democracy Network, based in Brussels, we follow developments across the EU institutions. In implementing projects in EU member states on the promotion of EU law, PRI convenes events as relevant with stakeholders in Brussels or in EU member states, specifically on alternatives to imprisonment and violence against children in detention through projects implemented 2020-23 and 2023-25 respectively. Under these projects we also publish various materials such as guides for criminal justice actors, analysis and research, e.g., in 2022 we published a comparative study on the use of non-custodial sanctions across 22 EU member states with a project partner.
