Mission & Interests
Goals: For over 20 years the Open Source Initiative (OSI) has worked to raise awareness and adoption of open source software, and build bridges between open source communities of practice. As a global non-profit, the OSI champions software freedom in society through education, collaboration, and infrastructure, stewarding the Open Source Definition (OSD), and preventing abuse of the ideals and ethos inherent to the open source movement.

Activities
Main EU Legislative Proposals: OSI champions software freedom in society through education, collaboration, and infrastructure, stewarding the Open Source Definition (OSD), and preventing abuse of the ideals and ethos inherent to the open source movement. This especially affects competition, technology and individual rights policy but can involve any area of the EU's activity. We are currently intending to contribute to discussion on EU competition rules on horizontal agreements between companies but also expect to contribute in any new discussion or instrument where "open source" in connection with software is affected.
Currently OSI is especially concerned about the various measures representing the Digital Agenda and its impact on open source usage throughout Europe in conjunction, notably the CRA and PLD. We are also contributing to the discussions on the implementation of the Digital Services Act and the Digital Markets Act and their impacts on open source software. We await information about revisions to the SEP Directive and to Regulation 1025.
Communication Activities: During 2023 we published opinions on the CRA multiple times at https://opensource.org/blog and conducted meetings with officers from DG CNECT H.2 in relation to the CRA. We met representatives from the European Council on one occasion to discuss the CRA and PLD. We attended a Commission workshop on the implementation of the DMA and DSA. At the start of 2024 we co-organised the FOSDEM DevRoom "Open Source In The EU Policy Landscape" and included the contributions of officers across the Commission as well as Parliamentary representatives. We also attended a similar workshop organised by the Commission in the same period.
Reflecting the cross-European nature of OSI's supporters (both individual and by NGOs and technology developer groups) OSI engages as necessary across the full scope of the EU's activity. OSI is a very small organisation so activity depends on the availability of a local member or staff member. We are routinely working in areas expected to fall under the oversight of the Commission's new Open Source Program Office and anticipate any formal communications will be with that function. We expect other activities to be on the scale of letters or single meetings.
