Mission & Interests

Goals: NLnet Labs is a non-profit Public Benefit Organisation (Dutch: ANBI) founded in 1999. Our primary objective is to develop open source software and open standards for the benefit of the Internet. With open source software we mean software with source code that anyone can use, inspect, modify, and share. Open standards can be defined as standards which are developed based on a publicly accessible procedure and that may be used freely by everyone. In addition to developing our own software, we actively try to enter into collaborations with other developers to support our primary objective. In addition, we promote widespread adoption of the standards and software that we contribute to. We also provide technical expertise to policy-making bodies, including regulators and governments. Our efforts are intended to support the robustness, security and reliability of the Internet and safeguard the privacy of its users.

Activities

Main EU Legislative Proposals: NLnet Labs is concerned about the impact of the proposals for a Cyber Resilience Act and the revised Product Liability Directive for the developers of open source software.
Communication Activities: NLnet Labs publicly stated its concerns on the CRA in a public blog. We then talked to the commission on the CRA and PLD, provided feedback on the CRA and hosted a presentation and panel at the 2023 edition of the FOSDEM open source conference in Brussels. We have also participated in stakeholders meetings organised by the Dutch ministry of Economic affairs relating to the Dutch position and meetings organised by Open Forum Europe to convey concerns to members of council and parliament. In the period leading up to the CRA trilogue, we provided feedback on the CRA to parliament, the commission and several member states as it related to their positions on open source. We specifically focussed on the need for transparency for critical products and value of open source and public technical documentation. We were later asked to and provided feedback on the notion of "open-source software steward" as it related to our work on open source software during trilogue.

Info Members: NLnet Labs provides technical technical expertise to policy-making bodies, including regulators and governments. We work together within various other organisations in the Internet community, such as Internet Society (ISOC), the Internet Corporation for Assigned Names and Numbers (ICANN), the Internet Engineering Task Force (IETF), the five Regional Internet Registries (RIRs) and various Top Level Domain (TLD) operators. EU public policy is not generally our focus, and was never our focus prior to the publication of the proposals for the CRA and PLD. Our current involvement is ad-hoc.
