Mission & Interests

Goals: National Convention on the EU (NCEU) is the largest organized EU supporter in Serbia. NCEU is a comprehensive platform of CSOs, strongly advocating for accession of Serbia to the EU. At the same time, we are raising the awareness on the benefits of Serbia becoming a member state of the EU. This unique platform is closely monitoring the EU accession process and advocating for European values in Serbia since 2006. NCEU as a unique and organic civil society platform, made the EU integration process more transparent and responsive to the needs of the society. NCEU gathers more than 850 CSOs (NGOs, trade unions, representatives of the academia, the media, business associations etc.) with relevant experience in addressing issues from all the 35 negotiation chapters.

Activities

Main EU Legislative Proposals: From 2006 to 2012, six working groups followed the negotiation and implementation of the Stabilization and Association Agreement (Political criteria and domestic institutions, Regional cooperation, Justice, freedom and security, Capital and services, Goods, Agriculture). Working groups gathered civil society organizations and conducted a dialogue with representatives of the government and parliament on obstacles and problems on the path of Serbia's integration into the EU. From 2014 onward, the structure of the National Convention changed to follow the negotiation process in all 35 negotiating chapters. Later, National Convention formed five cross-sectoral working groups in charge of monitoring the negotiation process in multisectorial areas of importance (Freedom of expression and media, Political criteria, Berlin process, Economic reform program, the cross-sectoral working group on sustainable development). Through its structure and modus operandi, the National Convention fully supported the establishment of a structured and institutionalized platform for cooperation, dialogue, consultations and advocacy with the Government and its bodies in charge of the EU negotiations (the Negotiation structures, Negotiation Working Groups) and the Parliament. Main European policies NCEU targets are all of the relevant policies included in the negotiation framework i.e. 35 negotiation chapters. Through advocating for full alignment with the European acquiss in all of the negotiation chapters, members of the NCEU are striving to ensure that European standards are implemented in Serbia as well and that the national authorities have enough capacities to closely monitor the implementation. Since Serbia is still not a member of the EU, NCEU is able to influence the negotiation process during the preaccession phase. Once Serbia becomes a member state, NCEUs advocacy efforts will directly influence european policies. NCEUs activities are strongly related to the EU enlargement policy, and NCEU members continiously advocate for a more robust EU integration process not only of Serbia but of the entire Western Balkan region. Serbias accession to the EU is NCEUs main objective on the long run. To this cause, NCEU incentivizes national authorities to continiously keep the EU accession process high on their agendas. At the same time NCEU maintains close communication with the EU Delegation to the Republic of Serbia and all relevant representatives of the EU institutions in order to make the voice of Serbian CSOs to be heard. At the same time through vigorus advocacy efforts NCEU aims to influence European decision makers to fully comprehernd the position and needs of Serbia. Meetings with representatives of EU institutions are regularly held on different topics. Furthermore, NCEU members are invited to participate in providing imput for the Annual Country Report prepared by the European Commission. NCEU members monitor closely all of the new initiatives happening in the EU aiming to learn if such initiatives are applicable to Serbia as a future member state. For example, during 2021 NCEU advocated for including Serbia in the Conference on the Future of Europe in order for our country to contribute to an important dicurse that took place in the EU.
Communication Activities: Some of the key efforts of the NCEU when it comes to communication are: - Enabling dialogue between the representatives of the Government and the civil society in the negotiation process - Supporting Serbia’s accession to the EU. - Actively supporting and contributing to improving the negotiation position of Serbia through recommendations. - Advocating for broad consensus on the importance of Serbia’s accession to the EU. - Informing the public on all aspects of membership in the EU, both benefits and costs - Keep the public and the media informed about the European integration process

Info Members: The NCEU relies on the work of several bodies: Program Council, Working groups and the Secretariat. Fully employed persons can be found only in the Secretariat. The NCEU Secretariat is established for the purpose of performing professional, organizational, financial and technical tasks, as well as support project management for the needs of the NCEU Program Council and other bodies of the NCEU. Members of the Program council (gathering the coordinators of the NCEU Working groups) and the working groups themselves, are representatives of CSOs in Serbia and as such are not employed within the NCEU but are a part of it on the basis of membership.
