Mission & Interests
Goals: MIHR is the NGO that changes Ukraine’s domestic and foreign policies for the sake of integration into the free world.
MIHR Goals are to highlight conflict-related human rights abuses for the national and international public, influence policies related to human rights in Ukraine, influence the international agenda on Ukraine in conflict-related issues.
MIHR Objectives are to conduct media campaigns, conduct journalistic investigations, undertake research and develop analytics, provide advocacy at both national and international level, aimed at ensuring victims’ interests, provide assistance to the Ukrainian government.

Activities
Main EU Legislative Proposals: Mechanisms for the release of civilian hostages.
This document includes the following: contextual background; rationale for categorizing these individuals as civilian hostages; a concise overview of the legal classification of unlawful detention and hostage-taking of civilians under international humanitarian law; proposed procedures that hold potential for the release of civilian hostages; issue recommendations for governmental, international, and other relevant entities within the framework of the international legal system.
European Parliament resolution of 15 June 2023 on the torture and criminal prosecution of Ukrainian minors Tihran Ohannisian and Mykyta Khanhanov by the Russian Federation (https://www.europarl.europa.eu/doceo/document/TA-9-2023-0240_EN.html).
Case building in I-DOC as a part of MIHR`s investigation which should ultimately reveal the patterns of a crime against humanity and ideally lead to those responsible for the crimes. The cases documented in I-DOC will help MIHR build and submit them to the International Criminal Court.
Recommendations for the Coalition for the International Criminal Court
Communication Activities: MIHR maintains constant contact with members of the European Parliament, particularly with Petras AUŠTREVIČIUS and Michaela ŠOJDROVÁ, regarding the texts of the European Parliament resolutions.
This year, MIHR set itself a new advocacy goal to achieve the opening of the Moscow Mechanism of the OSCE on the issue of persecution of the civilian population in the territories occupied by Russia.
During the last year, in 2023, MIHR conducted several trips to Brussels:
27.01.202, to hold a series of advocacy meetings with members of the European Parliament and other stakeholders on issues of finding mechanisms for the release of civilian hostages;
06.07.2023, for the participation in a special event in the European Parliament regarding the detention, release, and access to civilian hostages and meetings with European high-ranking officials;
27.11.2023 for the participation in the event of the British and Ukrainian embassies
The MIHR launched the campaign on the issue of torturing and criminal prosecution of Ukrainian minors Tihran Ohannisian and Mykyta Khanhanov by the Russian Federation.
The MIHR also launched the campaign to help free Ukrainian civilian hostages from Russian captivity: https://mipl.org.ua/send-letter/. The main dissemination element of the campaign were illustrations with a short accompanying caption of the story of the depicted civilian hostage and a QR code linking to the landing page.
The landing page on the MIHR website contains detailed information about the campaign, a summary of all the stories of the dozen civilian hostages currently in captivity, and a call to action. At the same time, a storytelling campaign targeted at Norway and other countries on social media included the publication of stories of civilian hostages posted on Facebook, Instagram, and Twitter(X) in different languages.
MIHR takes part in the events of Coalition for the International Criminal Court, holding meetings and own events there.
