Mission & Interests

Goals: The Media Development Center, Sofia (MDC) is a non-profit, non-partisan organization established in 1998 to promote independent media in Bulgaria and to foster capacity-building of the media by encouraging good practice in journalism, stimulating the professional ethics, institutionalizing the dialogue among the state administration, the media and the NGO sector, and to boost the networking and cross-border cooperation in the region of Southeast Europe.

Activities

Main EU Legislative Proposals: Anti-SLAPP Directive/Daphne's Law
Communication Activities: 1. https://eatproject.eu/ Media Development Center was an active member of The Expanding Anonymous Tipping (EAT) Project was set up with the aim of extending the user base for secure online dropboxes, particularly among private enterprises and public institutions within 11 southern and eastern EU Member States. The Project focused on those EU member states which scored most poorly on Transparency International’s Corruption Perception Index. Nine partner organisations were involved in the Project, which ran from January 2018 to January 2021. GlobaLeaks was the EAT Project dropbox provider. The legal framework around whistleblowing evolved over the course of the project thanks to the passage of EU Directive 2019/1937 (the EU Whistleblowing Directive). The EAT Project produced tools and other materials to assist the effective transposition of the Directive into national law. Partner organisations were involved in national debates about the implementation of the Directive in many EAT Project countries. Production of short analyses of the media coverage and the way the Bulgarian citizens are being informed on the issue. 3. https://www.antislapp.eu/about Media Development Center is a member of Pioneering anti-SLAPP Training for Freedom of Expression (PATFox) Project, that seeks to train the lawyers defending journalists and media organisations, NGOs and activists against companies and governmental figures using lawfare to shut down legitimate criticism. PATFox is identifying and provide of lawyers in eleven EU member states in techniques and strategies for defending against SLAPP suits. PATFox develops Europe’s first anti-SLAPP curriculum, drawing both on international expertise and European human rights principles, and local procedural knowledge and case law.
