Mission & Interests

Goals: The association organises and facilitates collaborative investigation, scholarship and advocacy focused on examining, raising awareness of, and activating a particular process that functions to non-coercively propagate conformity to norms and rules amongst state and non-state political actors, in particular norms and rules that militate against, or function to constrain particular forms of structural and direct violence inconformity with international law. The process is driven by political actors’ commitments to maintaining the effectiveness of these elements of their own internal regulatory processes, and by the necessity of constructing and managing their external dealings in a manner that enables them to do this. One source of these commitments derives from their participation in the creation, observance and enforcement of international law.

Activities

Main EU Legislative Proposals: Technical research covering a variety of EU external dealings examines whether and how relevant EU legislation is being applied and implemented consistently with EU positions and commitments in conformity with international law, as per the Treaty on the European Union article 21 (3bis) and the Treaty on the Functioning of the European Union article 7 (requiring consistency between EU activities and policies). The research examines intersections between: (a) the Common Foreign and Security Policy vis-à-vis the following belligerently occupied or non-self-governing countries or territories, and the particular situations being created or maintained within and between them by uses of force: Cyprus - Turkey; Palestine (the West Bank, including East Jerusalem, and the Gaza Strip) - Israel; Syria (Golan Heights) – Israel; Ukraine (Crimea, Sevastopol, the Donbas) - Russian Federation; and Western Sahara - Morocco. and (b) legislation enacted under the following policy areas: Agriculture; Taxation; Humanitarian aid and civil protection; International cooperation and development; Justice and fundamental rights; Single market and consumer protection; Trade. Presentations of recent findings to EU institutional and Member State officials and members of the European Parliament are currently under preparation.
Communication Activities: Our principal communication activities consist of investigative dialogue, technical consultation, briefings and the circulation of topical research and discussion notes. They are conducted with interlocutors in the European Commission, European External Action Service, European Council, Member States and European Parliament, and with external subject matter experts. We also provide topical advice and consultative support to international human rights organisations and other NGOs who share our interest in propagating respect of international law through the principled construction and management of external dealings. We contribute to selected scholarly projects and communicate more broadly with non-governmental audiences in conferences and roundtables convened by collegial organisations. We do not hold public events, conduct public campaigns or issue publications.
