Mission & Interests

Goals: The International Centre for Migration Policy Development (ICMPD) was founded in 1993, upon the initiative of Austria and Switzerland. The organisation was created to serve as a support mechanism for informal consultations, providing expertise and efficient services in the newly emerging landscape of multilateral cooperation on migration and asylum issues. ICMPD Today ICMPD is an international organisation with 20 Member States (Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czechia, Germany, Greece, Hungary, Malta, the Netherlands, North Macedonia, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Sweden, Switzerland + Türkiye), 510 staff + personnel (as of 01.03.2024), a mission in Brussels, and regional offices + representatives throughout Europe, Africa, the Middle East and Latin America. ICMPD receives funding from its Member States, the European Commission, the UN and other multilateral institutions, as well as bilateral donors. ICMPD holds UN observer status.

Communication Activities: Selected Publications: - ICMPD (2024): Migration Outlook 2024 - ICMPD (2022): ICMPD Annual Report 2022 Selected Projects: - The MIgration EU eXpertise (MIEUX+) initiative provides EU partner countries with short-term capacity building through peer-to-peer exchange on a demand-driven basis. - The Migration Partnership Facility (MPF) is an EU-funded initiative, implemented by ICMPD. The programme seeks to strengthen cooperation between EU Member States and partner countries across a broad range of migration-related themes aligned to the Pact on Migration and Asylum, including labour mobility pilots, dialogue on migration, projects that build capacity for migration management and the protection of vulnerable migrants. - The European Union Global Diaspora Facility (EUDiF) is a pilot project implemented by ICMPD and funded by DG INTPA. It seeks to help governments of countries of origin and diaspora organisations to engage and collaborate more effectively with each other and with the EU to seize the potential for mutual development. - The support project to the Africa-EU Migration and Mobility Dialogue (MMD) aims at creating a meaningful partnership on migration cooperation between the two continents. As part of the MMD, the Rabat Process Secretariat is located in Brussels. The MMD supports migration dialogues, provides capacity building, and works towards strengthening the role of the African diaspora. - The European Return and Reintegration Network (ERRIN) was a joint reintegration initiative driven by European Member States under the leadership of the Netherlands. The programme reached the end of its funding cycle in June 2022. The knowledge and experience accumulated over the past years of ERRIN’s existence was transferred to the European Border and Coast Guard Agency (EBCGA/FRONTEX) as a foundation of the Frontex Reintegration Programme, as well as to ICMPD’s Return and Reintegration Facility (RRF). - The RRF (return and reintegration facility) supports both Frontex and Member States in the development and implementation of EU-level return programming. On behalf of the European Commission, RRF leads the development and implementation of RIAT (a digital platform for reintegration case management) and a framework to monitor quality of reintegration assistance. Together with Member States, RRF complements the work of Frontex in the area of return counselling, complementary reintegration services and referral (through so-called thematic action plans that allow for a coherent, long-term planning of activities in those areas outside the scope of Frontex). Selected event: - Vienna Migration Conference, ICMPD’s annual flagship event for discussing the most burning issues in the field of migration together with political decision makers, government experts, and representatives from the academic world, the media and civil society
