Goals: The Institute for Research in Circular Economy and Environment “Ernest Lupan”(IRCEM) is an independent NGO organized as a research think tank, established in 2012 in Cluj-Napoca, Romania. IRCEM's mission is to mobilize individuals, organizations and institutions in the process of transition to a circular economy through the eco-systemic development of life on our planet under of the three essential pillars: social, economic and natural. Our broad spectrum of projects and programmes span European, national, regional, and local development, integrating six key departments: sustainable community development; education-vocational training; research-inovation and development; sustainable urban development; economic-financial and human resources and agriculture, soil and food sustainability. IRCEM experts on socio-ecological research, cover the diverse spectrum of environmental issues.

Main EU Legislative Proposals: As an NGO, we accelerate the transition to circularity, developing practical and scalable solutions, national campaigns, communicating and engaging in disseminating the circular message and sustainable development.

Communication Activities: As an independent, not-for-profit think tank, we accelerate the transition to circularity, developing practical and scalable solutions, national campaigns, communicating and engaging in disseminating the circular message and sustainable development. Our research addresses issues like the circular economy, energy transition, emissions trading, bioeconomy, climate-friendly primary industry, limiting and adapting to climate change, sustainable consumption and lifestyles, digital transformation, changing cities and nature-based solutions. Social aspects and implications of change and transition are an integral part of our work. Activities that arise in this context include i.e., analyses, events, hearings. For example, we provided input to consultations on the following issues:
- Facilitation the transition to circular economy in Romanian by developing the national draft strategy
- Proposal for a regulation amendment on the food waste law in Romania
- Proposal for a regulation amendment on the compost law in Romania
- Recommendations for DG ENV - B.3 From Waste to Resources on the Early Warning Report on Waste - as for Initiative

Organisation Members: • European Circular Economy Stakeholder Platform (ECESP): Since 2017, IRCEM has been an official partner in ECESP. This joint initiative of the European Economic and Social Committee and the European Commission is headquartered in Brussels, Belgium. As a part of this platform, IRCEM has access to a pan-European network that facilitates knowledge exchange and collaboration on circular economy practices.
• Advisory Board for Research, Development and Innovation, Ministry of Research, Innovation and Digitization, Romania: In 2021, IRCEM became the Vice-Chair of this influential advisory board. Through this role, IRCEM contributes to shaping research, development, and innovation strategies at a national level in Romania.
• ASRO/CT Technical Committee 398 Circular Economy, Romanian Standardization Association - ASRO: Also in 2021, IRCEM became both the Chair and a member of this technical committee focused on circular economy within the Romanian Standardization Association. This role enables IRCEM to have a direct impact on the standardization processes and practices related to the circular economy within the country.
