Mission & Interests

Goals: The Hellenic Foundation for European and Foreign Policy (ELIAMEP) is a private, independent, non-profit-making research and training institute, established in Athens, Greece, in 1988. Its mission is to conduct research and provide policy makers, academics and the public at large with authoritative information and substantiated policy recommendations, so as to contribute to the development of evidence-based responses to major European and foreign policy challenges. ELIAMEP’s expertise spans over a wide range of fields including European integration, migration, democracy, human rights, governance, security, international relations (especially focused on the Balkans, Middle East, and Mediterranean), and socio-economic impacts of environmental issues like climate change. Next to research projects, ELIAMEP also undertakes various kinds of information and awareness-raising activities to promote the public debate, such as publications, training seminars, round-table discussions, etc.

Activities

Main EU Legislative Proposals: ELIAMEP’s expertise spans over a wide range of fields: the European integration process; migration and multiculturalism; democracy, human rights and civic participation; good governance and the rule of law; security, international relations and conflict resolution (with a special focus on the Balkans, the Middle East and the wider Mediterranean); the political and socio-economic implications of environmental issues, such as climate change or the depletion of conventional energy resources; etc. Next to research projects, the Foundation also undertakes various kinds of information and awareness-raising activities to promote the public debate, such as the production of publications, the provision of information to the media, the organization of conferences, training seminars and round-table discussions, etc.
Communication Activities: Overall, ELIAMEP's main activities include but are not limited to: (a) preparation of policy recommendations at the national and European level; (b) contributions to the public dialogue on critical issues in Greece and Europe: (c) organization and delivery of various kinds of information and awareness raising activities to promote public debate; and (d) collaboration with key stakeholders in all areas of public life such as government institutions, civil society, universities and research centers, the private sectors etc.

Is Member Of: ELIAMEP is governed by a 15-member Board of Directors, consisting of distinguished individuals from various professional backgrounds. Its BoD has also established an International Advisory Board, comprising eminent personalities from around the world, who contribute to the strengthening of ELIAMEP’s European and international presence. The Board of Directors receives advice on strategic issues by the Honorary Council. ELIAMEP also crucially relies on its Advisory Committee, which helps the Foundation plan its future direction and activities. ELIAMEP engages a substantial number of highly qualified researchers, research associates and interns affiliated on the basis of specific projects, headed by the Director General, as well as a smaller team of experienced administrative staff, headed by the Deputy Director. ELIAMEP is mainly financed by the implementation of competitive research programmes (primarily funded by the European Commission and secondarily by other institutions and organisations), as well as the private sector. ELIAMEP maintains a well-established and extensive international cooperation network with research institutions and think tanks abroad. ELIAMEP does not rely on government funding since 2008. Before 2008, government funding had never exceeded 25-30% of the overall ELIAMEP budget, and was mainly related to the implementation of specific programmes and studies. ELIAMEP’s sole property is its privately-owned offices (sponsored by A.G Leventis Foundation and Stavros S. Niarchos Foundation), hosting a steadily increasing number of researchers. The renovation of the conference room was financed exclusively by Raycap. ELIAMEP has created Research Chairs, funded through high-profile sponsorships, such as by Ioannis F. Costopoulos Foundation and A.G. Leventis Foundation. ELIAMEP has also hosted research positions supported by the Bodossaki Foundation and Consolidated Contractors Company (CCC). These sponsorships contribute significantly to ELIAMEP’s efforts to support young scientists of international calibre and to actively participate in international networks and European Union programmes. Moreover, ELIAMEP’S recent programmes and activities have been supported by public and private organisations in Greece and abroad, such as the General Secretariat for Research and Technology, the European Commission Representation in Greece, NATO’s Public Diplomacy Division, the Council of Europe, the European Parliament, the European Science Foundation, the Friedrich Ebert Stiftung, the Konrad Adenauer Foundation, the German Marshall Fund of the United States, Stiftung Mercator, as well as the EEA Grants 2014-2021. The Stavros S. Niarchos Foundation and the Central Bank of Greece have supported the operation of ELIAMEP’s “Crisis Observatory” and have significantly contributed to the foundation’s overall operations. The support of the Alexander S. Onassis Foundation, the National Bank of Greece, TITAN Group, OTE SA, S&B Industrial Minerals S.A., the Lilian Voudouri Foundation and Efthymiadis Group in Thessaloniki have been especially important for ELIAMEP’s effective operation and implementation of specific activities. Captain Vassilis and Carmen Constantakopoulos Foundation, Chrysanthy and George Demos, Fourlis Group and MYTILINEOS S.A. have supported ELIAMEP’s Turkey Programme. In 2004 ELIAMEP launched its Institutional Subscription Programme, allowing companies, business associations, embassies and other similar institutions to support the continuation and further development of the Foundation’s work.
Organisation Members: ELIAMEP is an active member of several international networks, such as New Pact for Europe, Open European Dialogue, Euro-Mediterranean Study Commission (EuroMeSCo), Arab Reform Initiative (ARI), European Policy Institutes Network (EPIN), European Expert Network on Culture and the Audiovisual (EENCA), EU Non-Proliferation and Disarmament Consortium (EUNPD), OSCE Network of Think Tanks and Academic Institutions, Europe’s People’s Forum (EPF), European Cyber Agora, European Security and Defence College, Think Tank Network on the Eastern Partnership, Schuman Network, Transatlantic Periscope και United Nations Sustainable Development Solutions Network (SDSN).
