Mission & Interests
Goals: HAK-IS is, founded on 18 October 1976 in Ankara, an umbrella organisation of sectoral workers’ unions in Türkiye. It is 2nd biggest confederation together with 825,567 members in all (20) sectors such as metal, food, banking & finance, transportation, municipal services, health, tourism, textile, metal, security, wooden & furniture, media, petroleum, energy, mining, communication, construction.
As an umbrella labour organisation from an EU candidate country, it regards it essential to respect human dignity and rights, worker's rights, universal values, international norms and standards, the Constitution and jus natural (natural law) rules. It accepts it as its principle to defend and improve effectively the rights and interests of working people with an understanding of pluralist and truly democracy in line with ILO, ITUC and ETUC codes. In order to attain this aim, it accepts the innovative, principled, responsible and resolute struggle as its own main duty and responsibility.

Activities
Main EU Legislative Proposals: HAK-IS Confederation represents Turkish trade unions at the Advisory Committee on Vocational Education (ACVT), the European Training Foundation (ETF) and the European Alliance for Apprenticeship (EAfA) meetings as well as the ETUC standing committees such as the Social Dialogue Committee, the Education & Training Committee.
It has become a member of OECD's TUAC body since 2019, too.
General Secretary of HAK-IS Confederation, represents and participates the Advisory Committee on Vocational Education (ACVT) meetings on the behalf of Turkish trade unions as titular and HAK-IS project coordinator, one of senior experts, subsitutes him/her in case he/she is not able to attend ACVT meetings due to intensive agenda.
Coordinator of International Relations of HAK-IS Confederation represents the organisation at the OECD TUA body and the ETUC Executive Committee and chairperson of the HAK-IS Education and Training Committee represents the organisation at the ETUC ET Committee.
HAK-IS eagerly supports the accession talks between EU and TURKEY. President of HAK-IS is a member of the EU-Turkey Joint Consultative Committee (in Turkish language, Türkiye-AB KiK).
Türkiye is one of candidate countries to the European Union and HAK-IS is one of the biggest labour organisations of Türkiye. As it is known, the European Commission regularly publishes country progress report for the candidate states. Executives and experts of HAK-IS Confederation scrutinise remarks, critiques and recommendations mentioned inside those reports. HAK-IS team steadily lobby for better social rights and more and decent employment opportunities by negotiating with the MPs, the ministries, plus the president of Türkiye.
HAK-IS demands all rights underlined inside the European Pillar of Social Rights for all workers. However, current capacity of HAK-IS is separately not enough to influence the European Union social policies, employment priorities, unionisation rights and VET programmes. That is why HAK-IS prefers working coordinately with the European Trade Union Confederation (ETUC) in order to influence social policies, employment priorities, unionisation rights and VET programmes at the European level.
As an observer of an expert group (ACVT) of the European Commission, HAK-IS aims to influence main EU legislative proposals or policies in field of industrial relations system, vocational education and training (VET) and digital transition and transformation strategies in line with targets and priorities of the European Pillar of Social Rights.
Communication Activities: HAK-IS has a stable communication strategy to support its activities related to the its overall objectives at national, European and global levels. In this regard, the HAK-IS review (HAK-IS dergisi) that is published once every 4 months and its international refeered scientific journal of “Emek ve Toplum” (International Labour and Society Journal) issued by HAK-IS twice a year are landmarks in the Turkish industrial relations and working life.
HAK-IS and its affiliates have produced solutions for the related sectors in which its affiliates are active and organized through projects ranging from effectively implementation of Labour Act, establishing work councils, launching nursery practices in the workplaces for working women to disaster strategies, rail technologies, city councils, employment oriented occupational training, fighting against informal economy and employment forms, alienation of child labour, VOC-TEST centers and public awarness about occupational health and safety.
Innovative opinions, key solutions, distinct vision and solution oriented results have been achieved in this process by the means of building up occupational training and career consultation centers, signing bilateral social dialogue agreement at confederantional level for a practical dialogue between trade union and employer association, founding work council that would lead to legal regulations, establishing nursery center in the workplaces for solving baby and child care problems of working women and preparing, issuing and distributing of innovative training models in disaster strategies and rail technologies.
Since 1996, HAK-IS and its affiliates (sectoral trade unions) in all sectors have been maintaining internship opportunities to the high school students, the undergraduates, the graduates (alumnis) and the post-graduates within a work-based learning approach. So far (as of 2023 July), number of intern opportunity furnished at head offices of HAK-IS and its sectorial affiliates (trade unions) is 328 within a close cooperation and coordination with the Turkish Employment Agency (ISKUR – www.iskur.gov.tr ) and universities.
At the present, HAK-IS focuses on the future of work (FoW) and twin transition requirements, the work-life balance, adaptability into the rapidly changing industrial relations in close cooperation and coordination with the employer organisations and stakeholders at national, European and global levels.
Since February of the 2022 year, HAK-IS joined the Istanbul University as a local partner to implement an Erasmus+ adult learning and training project in Turkey, Bulgaria, Italy and Spain together with 3 partners from the respective EU member states. Title: European Digital Skills Hub for Remote Workers, Reference: 2021-1-TR01-KA220-ADU-000028318. This grant project has been focusing on quick adaptability to Future of Work (FoW) requirements including decent conditions for the remote workers.
HAK-IS also have/use social media platforms such as facebook, twitter, youtube, instagram to strengthen its communication power and extend its impacts.

Is Member Of: At the present, HAK-IS is, as an umbrella labour organisation, the second biggest trade union confederation in Turkey together with its 825,000 members in 20 different sectors such as finance, forestry, health, wooden, metal, media, public services, security, textile, tourism, transportation etc.
At the present, there are 21 affiliated unions under the roof of HAK-IS Confederation, covering all activities. The number of sectors are 20 defined by 6356-numbered-Collective Bargaining and Trade Union Law. This means that HAK-IS is organised in all sectors. HAK-IS has also one affiliate (sectorial union) that is active in the TRNC (the Turkish Republic of Nothern Cyprus) as followings.

The Trade Union Advisory Committee (TUAC) to the Organisation for Economic Co-operation and Development (OECD) is an international trade union with consultative status at the OECD.
