Mission & Interests

Goals: We are an intercultural social non-profit organisation which has been working for 40 years on the promotion and equal opportunities of Roma in Spain and Europe. We want to be an engine of change driving full citizenship for Roma, reducing inequalities and promoting their social advancement, defending their rights and boosting their social participation. To this end, we deliver projects and services to reduce social inequalities and defend the rights of Roma, mainly in the fields of employment, education, health and housing. We also aim to promote more active policies for the social inclusion of Roma, to fight discrimination and to achieve equal opportunities in Spain and across Europe. FSG is a registered foundation in Spain, with 79 local offices across the country (in 14 Spanish regions), and an intercultural team of 1068 employees (as of 31/01/23) and 528 persons undertaking volunteering over the past year (as of 31/12/23), which implemented around 750 programmes in 2023.

Activities

Main EU Legislative Proposals: The Fundación Secretariado Gitano closely monitors a wide range of EU initiatives, policies and legislation of relevance for the promotion of labour market, social and economic inclusion and human rights of vulnerable groups, in particular Roma. These include: • EU Roma strategic framework for equality, inclusion and participation • Multiannual Financial Framework and European Cohesion Policy Funds, notably European Social Fund+ and European Regional Development Fund/Cohesion Fund • European Code of Conduct on Partnership • European Pillar of Social Rights- European Semester • EU Youth Strategy and Youth Guarantee • EU Strategy on the Rights of the Child and Child Guarantee • European Education Area and Digital Education Action Plan • EU Strategy on the Rights of the Child and Child Guarantee • Code of Conduct to counter illegal hate speech • EU action plan against racism • UN 2030 Agenda for Sustainable Development • European Parliament initiatives in relation to antigypsyism and to Roma equality, inclusion and participation • Follow-up of implementation of Directive 2000/43 Equal Treatment at national level and role of Equality Bodies • Digital Education Action Plan • Gender equality
Communication Activities: EU-FUNDED PROJECTS: FSG manages several projects in the new programmig period of European Cohesion Policy Funds in key areas for the social inclusion of the Roma people, such as employment (with special emphasis on youth employment), education, promotion of Roma women and equal treatment. They are framed under 2 Spanish ESF+ National Programmes: 1.Programme for Social Inclusion, Child Guarantee and Fight against Poverty: • Acceder Programme, an employment and training programme offering a response to the dramatic unemployment figures facing the Roma population (running since 2000). • Promociona Programme, which contributes to increasing the number of young Roma who finish Compulsory • Calí Programme, For the equality of Roma women, which aims to empower Roma women to be an active part of society and to fight discrimination against Roma (launched in 2016). • Awareneness-raising and support for the fight against inequality and discrimination of the Roma people Programme. This new programme aims to tackle the poor social image of the Roma population through actions to raise awareness among society as a whole, as well as to empower Roma people to exercise their rights and to accompany them in cases of discrimination. • European Network on Roma Equality under EU Funds (EURoma Network) (www.euromanet.eu). The FSG acts as Technical Secretariat of this transnational network bringing together public authorities responsible for Roma policies and those responsible for EU Funds from 15 EU Member States, and the European Commission, with the aim of improving the use of these funds (notably ESF+ and ERDF) for the promotion of the social inclusion, equal opportunities and fight against discrimination of the Roma community. 2.Youth Employment Programme: • Learning by Doing (Aprender Trabajando), offering dual training with frontline companies to combat unemployment of the most excluded young Roma. • Format Yourself with Guarantee (Formateate con Garantía), an employment and training programme aimed to strengthen the employability (with a special focus on IT skills) of young Roma beneficiaries of the Youth Guarantee. • Young Acceder (Acceder Joven) seeks to promote access to employment for Roma youth by establishing adapted measures to compensate for disadvantages and guarantee equal opportunities in access to the labour market. FSG also participates in the cross sectorial platform ‘Futuro en Común’ (SDGs), which gathers over 50 of the most relevant Spanish NGOs focusing on the implementation of the UN SDGs Agenda 2030. We are also part of StartNet Europe, a network connecting initiatives all across Europe that empower young people on their personal and professional paths towards a successful transition to work. The aim is to exchange good practices, to promote capacity-building, to learn how to overcome common challenges and to support collective goals and interests.

Complementary Information: The numbers provided are included in the 2022 annual accounts of the Fundación Secretariado Gitano (FSG), which are audited by Ernst & Young. As regards the contribution to running costs, EU Funds received are not related to operating grants but to project grants. Therefore funds are used for the implementation of the actions included in the projects.

FSG has an international department staffed by 4 people who work almost full-time on activities declared in the Register.
