Mission & Interests

Goals: Eticas Foundation is a non-profit organisation working to protect people in technology processes through changing the incentives that drive the current technology market, debate and policies. In order to achieve this, we have established several areas of work that allow us to influence and impact at the awareness and policy level, but also on the market. We have translated our vision and impact agenda into several sub-programmes: research, special projects and services, as well as OKRs. In research, we produce knowledge around areas that we find relevant, with the aim to raise awareness and impact policy. Our special projects area is where we host our Observatory of Social Impact Algorithms (OASI), the social awareness campaign Bad Data , external algorithmic audits together with relevant CSOs, policy campaigns or our emerging strategic litigation workplan.

Activities

Main EU Legislative Proposals: Eticas Foundation is working around shaping policy agenda on AI accountancy and responsibility, data and privacy protection. This includes but is not limited to regulations around algorithmic systems, ADMs, platform work, data regulation, access rights, etc. A particular example of EU legislative proposal that Eticas wants to contribute to is the current discussion around the regulation proposal "LAYING DOWN HARMONISED RULES ON ARTIFICIAL INTELLIGENCE (ARTIFICIAL INTELLIGENCE ACT) AND AMENDING CERTAIN UNION LEGISLATIVE ACTS". Eticas would also be observing the enforcement of the Digital Service Act. https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A52021PC0206
Communication Activities: Eticas is planning to organise a policy tour in Brussels in November of this year on the topic of algorithmic auditing and the AI Act (currently planned to be voted on later in November this same year). We are also working on a proposal for a National Algorithmic Supervisory Authority that should serve as a template for the member states once the regulatory processes are set. One specific, readily available and easy implementable policy action that Eticas wants to work on to increase the transparency of the ADM field is to create national (or local, or regional) algorithmic registries, so that all actors developing or implementing high-risk AI need to make public key information and functionalities about their systems, as well as redress mechanisms for those affected by them. We want this to be the focus of our policy impact work, using it also as a way to incorporate policy impact at the EU level to our set of skills and experience. Algorithmic registries would also provide a baseline for the development of algorithmic transparency tools, as the information required from AI developers and implementers could work as the equivalent of nutrition labels in food or patient information leaflets in medicine.
