Mission & Interests

Goals: LILA Milano is a non profit organization founded in 1989. It was constituted by a group of different people (PLHIV, doctors, SW, PWID, lawyers, activists) to combat AIDS and address the needs of PLHIV in Milan, most affected Italian city. In the '80s in Italy AIDS was mostly spreading through injecting drug use; LILA Milano was the 1st to introduce needle exchange programs in the early Nineties and still nowadays advocates for harm reduction policies. In 2010 its members voted for its transformation into Foundation for scientific/psychosocial research. LILA Milano is part of LILA, a national umbrella organisation constituted in 1987, presently counting 9 units in various Italian regions. LILA is an important NGO in the country, represented in many bodies and part of the Technical Health Committee at the MoH as well as of many Italian/European networks. It offers services and support to PLHIV and vulnerable groups, community based testing services, defence of human rights.

Activities

Main EU Legislative Proposals: Fondazione LILA Milano ONLUS, through its elected representative selected by LILA, is a member of the European HIV/AIDS, hepatitis and TB Civil Society Forum (CSF). In such role the organization, together with the other CSF members, is following developments related to the implementation of the policy framework on HIV and the other diseases for the next years, strongly needed to keep HIV/AIDS, hepatitis and TB on the political agenda of the Commission, and to make sure that such diseases keep being addressed even after the COVID-19 crisis which has threatened the capacity of European health systems. In September 2019, the CSF and Think Tank were terminated by the European Commission. It was decided to renew the Forum on a different basis and through new elections, in order to continue its advocacy activities for a comprehensive commitment taking into account an integrated approach in the response to HIV, Tuberculosis and viral Hepatitis and increased attention to the neighbouring countries. Such integrated approach is intended to optimize financial and human resources and provide better and tailored health services to European citizens, with access to vulnerable groups. In 2021 the CSF has actively taken part to the consultations leading to the political declaration that was submitted in June to the High Level Meeting on HIV. LILA Milano took part to the consultations and it is taking part to all the online meetings and surveys to assess the impact of emerging health threats on HIV, hepatitis, STIs and TB and more in general on European health systems. LILA Milano is also active in the discussions around drug policies, being one of the two Italian Focal Points of the Correlation EHRN, and of health policies concerning TB, viral hepatitis and STIs, as part of the WHO Collaborating Committee on Tuberculosis, HIV and viral hepatitis prevention, care and support. Since 2022, after the invasion of Ukraine by Russia, LILA Milano representatives took part to all Civil Society Forum meetings with the aim to give support to displaced Ukrainian citizens and to the meetings organized by the EC officials through the EU Health Policy Platform "Supporting Ukraine, neighbouring EU Member States and Moldova".
Communication Activities: Fondazione LILA Milano is a partner of two ongoing projects co-funded by the European Commission: the CORE project and the BOOST project, which have kicked-off in January 2023 and last 3 years. It has been an associated partner in the Joint Action "Integrate" (Third Health Programme - Project n. 761319) - September 2017 / May 2021. It has in recent times been associated partner in other EU funded projects. It collaborates with the European agencies (ECDC, EMCDDA) and with WHO Europe. Maria Luisa Cosmaro, member of its Board of Directors, has acted as vice-chairperson of the WHO Regional Collaborating Committee on TB, HIV and Viral Hepatitis from 2019 till July 2023, when her term has ended and new elections have taken place.
