Mission & Interests
Goals: Established in 1992, FRS is an independent, non-profit organisation recognized in France as a « public utility foundation ».
Its missions are to analyze strategic and international security issues, notably military and defense-related issues, and to contribute to the strategic debate in France as well as to the diffusion of French ideas abroad.
It is the only major independent French think-tanks to work exclusively on these questions.
Its experts cover the whole range of security and defense issues, from international relations to scientific, technological and operational questions, as well as defense industry and economy, the analysis of cross-cutting threats (terrorism, cyberattacks, NBC proliferation…) as well as health and environmental risks.

Main EU Legislative Proposals: The Foundation for Strategic Research targets EU legislative and policy proposals covering the full range of issues in which it has expertise.

A dedicated European division, comprising two full-time professionals, has been established to foster continuous connections with European counterparts. Additionally, the EU directly engages select FRS researchers on specific topics, further solidifying the institution's commitment to active participation in shaping guidelines and collaborating closely with European institutions.
