Mission & Interests

Goals: Established in 1992, FRS is an independent, non-profit organisation recognized in France as a « public utility foundation ». Its missions are to analyze strategic and international security issues, notably military and defense-related issues, and to contribute to the strategic debate in France as well as to the diffusion of French ideas abroad. It is the only major independent French think-tanks to work exclusively on these questions. Its experts cover the whole range of security and defense issues, from international relations to scientific, technological and operational questions, as well as defense industry and economy, the analysis of cross-cutting threats (terrorism, cyberattacks, NBC proliferation…) as well as health and environmental risks.

Activities

Main EU Legislative Proposals: The Foundation for Strategic Research targets EU legislative and policy proposals covering the full range of issues in which it has expertise. Among other activities, the FRS maintains close links with the EU through various programmes: - European Parliament: * DG EXPO - (EXP/EXPO/B/FWC/2013-08) : Framework contract to provide Foreign Policy expertise (2013-2018) * DG EXPO - (EP/EXPO/FWC/2019-01) : Framework contract to provide Foreign Policy Expertise - European Commission: * DG DEFIS (Partner within a Consortium coordinated by Roland Berger) : Framework Contract to Support Defence and Aerospace related Actions of the DG DEFIS * JOINT project (H2020 - Beneficiary, project Coordinated by IAI, Italy): Understanding and Strengthening EU Foreign and security Policy in a Complex and Contested World * SPACEWAYS (H2020 - Coordinator ; terminated) : European Ways Forward for SpaceTraffic Management * MindB4Act (H2020 - Beneficiary ; terminated) : Mapping, IdentifyiNg and Developing skills and opportunities in operating environments to co-create innovative, ethical and effective ACTions to tackle radicalization leading to violent extremism - Council of the EU: * Partner within the EU Non-Proliferation and Disarmament Consortium, implementing EU Council Decision (CFSP) 2022/597 of 11 April 2022 promoting the European network of independant non-proliferation and disarmament think tanks * Implementing Agency of Council Decision (CFSP) 2023/124 of 17 January 2023 in support of the Hague Code of Conduct and ballistic missile non-proliferation in the framework of the implementation of the EU Strategy against Proliferation of Weapons of Mass Destruction - Internal Security Fund * Partner within te SHRINEs project "Raising AwareneSs for the protection of places of worsHip by pRomoting interfaith dIalogue on the use of advaNced tEchnologies"
