Mission & Interests
Goals: The Fisheries Secretariat (FishSec) is a politically independent, non-profit organisation dedicated to the protection and restoration of marine ecosystem services, with a focus on fisheries. We are working towards sustainable fisheries in Europe with a focus on the Baltic sea.

Activities
Main EU Legislative Proposals: Most recently:
1. Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL amending Regulations (EU) 2016/1139, (EU) 2018/973 and (EU) 2019/472 as regards the targets for fixing fishing opportunities, including the vote on fast-track procedure in the European Parliament.
2. Proposal for a COUNCIL REGULATION fixing for 2024, 2025 and 2026 the fishing opportunities for certain fish stocks, applicable in Union waters and, for Union fishing vessels, in certain non-Union waters, and amending Regulation (EU) 2023/194 as regards deep-sea stocks.
3. REPORT on the implementation of Council Regulation (EC) No 1100/2007 establishing measures for the recovery of the stock of European eel.
4. GFCM proposal for transitional measures and road map to a Long-term management plan for European eel in the Mediterranean Sea.
5. Proposal for a COUNCIL REGULATION fixing the fishing opportunities for certain fish stocks and groups of fish stocks applicable in the Baltic Sea for 2024.
6. EU Action Plan protecting and restoring marine ecosystems for sustainable and resilient fisheries.
Communication Activities: 1. Coordinated input together with other eNGOs to the Commissioner, DG MARE and the European Parliament through letters, meetings, calls and social media activities.
2. Input to Member States, European Commission and Fisheries Attachées ahead and during the December Council, primarily focused on European eel and forage fish. Also briefing other NGOs, journalists and other stakeholders on the process and the scientific advice on fishing opportunities, focusing on European eel.
3. Following procedure through EP, and informing NGO staff following the management of European eel of process and content.
4. Letters on the proposed measures sent to Italian and French Government together with partners in Italy and France.
5. Following policy process from scientific advice to decision, including observer to ICES, coordination with other NGOs, joint position papers, input as Member of Baltic Sea Advisory Council, meetings with decision-makers, press and social media activities.
6. Input to public consultation and observer to first meeting with MS.

Complementary Information: The overall budget for 2022 provided above is somewhat lower than the sum of the contributions during 2022 listed above. The reason for this is that some funding that was granted to FishSec in 2022 included funding for work in 2023. The total budget has been adjusted for this.

Info Members: FishSec has three employees spending 20, 15 and 3 hours a week on activities covered by the Register — a total of 70 hours. We also have a consultant spending on average around 4 hours a week, with a peak in the autumn around the decision on Baltic TACs and quotas.
