Mission & Interests
Goals: La Fédération internationale de l’Action des chrétiens pour l’abolition de la torture, la FIACAT, est une organisation internationale non gouvernementale de défense des droits de l’Homme, créée en 1987, qui lutte pour l’abolition de la torture et de la peine de mort. La fédération regroupe une trentaine d’associations nationales, les ACAT, présentes sur quatre continents.
La FIACAT représente ses membres auprès des organismes internationaux et régionaux. Elle bénéficie du Statut consultatif auprès des Nations Unies (ONU), du Statut participatif auprès du Conseil de l’Europe et du Statut d’Observateur auprès de la Commission africaine des droits de l’homme et des peuples (CADHP). La FIACAT est également accréditée auprès des instances de l’Organisation internationale de la Francophonie (OIF).

Main EU Legislative Proposals: Through its action and joint position taken with the Human rights and democracy network, FIACAT has targeted the following main EU legislative proposals or policies (related to human rights and more specifically the fight against torture and the death penalty):
- Multiannual Financial Framework 2021-2027
- EU Human Rights and Democracy Action Plan - Participation to the mid term review
- Recommendation CM/Rec(2021)2 of the Committee of Ministers to member States on measures against the trade in goods used for the death penalty, torture and other cruel, inhuman or degrading treatment or punishment (Adopted by the Committee of Ministers on 31 March 2021 at the 1400th meeting of the Ministers' Deputies).
- Post-Cotnou Agreement : Africa / Council conclusions (30 June 2020)
-Comment on the DRAFT REPORT on human rights and democracy in the world and the European Union’s policy on the matter – annual report 2023
- EU Regulation 2019/125 concerning trade in certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment : FIACAT is member of the informal expert group for the Implementation of the EU Anti torture regulation (FPI)
- On 17 February 2022, the European Parliament (EP) adopted a legislative initiative resolution (2020/2026(INL),
(‘the EP resolution’), on the basis of Article 225 TFEU, with ‘recommendations to the Commission on a statute for
European cross-border associations and non-profit organisations’. The EP resolution aims to facilitate the crossborder activities of European associations and other non-profit organisations (‘NPOs’). It consists in requests for
two legislative proposals: (i) a regulation to create the legal form of ‘European association’, and (ii) a directive
harmonising common minimum standards for NPOs

- FIACAT Endorse the manifesto for better civic space and civil dialogue across all Europe. 2024 European elections are a key opportunity to turn the tide of shrinking civil society space and limited civil dialogue all over Europe, and make sure the new European Parliament and Commission will commit to concrete steps for a better recognition, protection and engagement of civil society.
- Letter to the conference of Presidents : grant the request by the Committee on Civil Liberties, Justice and Home Affairs to be associated under rule 57 of the Parliaments’ rules of procedure for Budgetary Control committee’s own initiative report entitled “Transparency and accountability of non-governmental organisations funded from the EU budget
