Mission & Interests

Goals: ERIAC has a unique and single mandate as the transnational, European-level organization for the recognition of Roma arts and culture. The European Roma Institute for Arts and Culture e.V. (ERIAC) is a joint initiative of the Council of Europe, the Open Society Foundations, and the Roma Leaders’ initiative – the Alliance for the European Roma Institute for Arts and Culture. ERIAC is an association registered under German law on 07 June 2017, in Berlin, Germany. ERIAC exists to increase the self-esteem of Roma and to decrease negative prejudice of the majority population towards the Roma by means of arts, culture, history, and media. ERIAC acts as an international creative hub to support the exchange of creative ideas across borders, cultural domains and Romani identities. ERIAC aims to be the promoter of Romani contributions to European culture and talent, success and achievement, as well as to document the historical experiences of Romani people in Europe.

Activities

Main EU Legislative Proposals: ERIAC is a membership-based organization which aims to represent the interests, needs and perspectives of its broader network of stakeholders. Since its creation, ERIAC has been interacting with the EU institutions, as well as the member states, to advocate for Roma cultural inclusion and a holistic and preventive approach to fighting antigyspyism. Among other milestones, ERIAC has contributed in the following way: - Evaluation and review of the "EU Roma national integration strategies up to 2020" - Participation in consultations and providing written feedback to the "Expert reports building on forward-looking aspects of the evaluation of the EU Framework for National Roma Integration Strategies" - Regular participation in extended consultation process and dialogue, leading to the adoption of the "Union of Equality: EU Roma strategic framework on equality, inclusion and participation" - providing regular feedback to reports, policy papers and guidelines related to Roma in the EU, as part of the informal calition of Roma civil society organizations in Europe; developing statements and position papers - Extended consultations with FRA (Fundamental Rights Agency) in developing indicators and metholodogies that enable qualitative evaluation of the situation of Roma in the EU - Informal communication with Roma MEPs around the draft resoultions of the EP targetting Roma
Communication Activities: ERIAC has worked actively since its creation to provide relevant input to the European Commission as well as EU member states. Among other, here are the most relevant highlights: - Contributions to the EU Roma Week 2023 and 2024 - ON-LINE COURSE ON ROMANI CULTURE FOR THE STAFF OF THE INSTITUTIONS OF THE EUROPEAN UNION “ROMA(NI) PAST – EUROPE’S FUTURE. WHY EMBRACING EU’S LARGEST ETHNIC MINORITY MATTERS” in 2021, 2022 and 2023 - Regular participant of consultation meetings, conferences and and events focusing on Roma inclusion in the EU organized by the EU institutions - Speaker on high-level EU events focusing on Roma, including: Digital High-Level-Conference launching the new “EU Roma Strategic Framework for Equality, Inclusion and Participation” until 2030, October 12 2020: https://eriac.org/eriac-statement-at-the-digital-high-level-conference-launching-the-new-eu-roma-strategic-framework-for-equality-inclusion-and-participation-until-2030/; or “Future policies for Roma" conference hpsted by DG Justice in october 2019 https://eriac.org/eriac-joins-ec-consultations-about-the-future-of-roma-policies-for-roma/ - Hosting high-level conferences to address issues related to Roma inclusion, organized in partnership with the Council of Europe and the Federal Foreign Office of Germany, such as "Hate speech and Antigypsyism in the Media” (10-11 March 2021); Conference "Roma Youth: Together for Emancipation and Empowerment" 7-9 April 2021; - Issuing position papers, such as "CULTURAL INCLUSION AS A PRE-CONDITION FOR SOCIAL INCLUSION: TOWARDS A NEW EU ROMA STRATEGY POST-2020" https://eriac.org/wp-content/uploads/2019/10/Roma-inclusion-as-a-precondition-for-social-inclusion_ERIAC-position-paper_EU-Roma-post-2020.pdf - Engaging with EU officials, hosting high-level visits in ERIAC, including dialogue with representatives of DG JUST, DG NEAR, DG EAC, DG CONNECT and FRA - ERIAC is part of the EU Roma Coalition, working together with Roma and non-Roma stakeholders, issueing regular joint statements and reccommendations - Participation or leading EU-funded projects, including under European Solidarity Corps (ESC), Creative Europe - Culture Programme, CEF Connecting Europe Facility Programme Currently, ERIAC is also the recipient of the Operating Grant under the CERV program, as part of the Framework Partnership Agreement with the EU. The project "ERIACNET4EU: ERIAC NETWORK TO ADVANCE ROMA INCLUSION BY COMBATTING AND PREVENTING ANTIGYPSYISM IN THE EU" offers the expertise, specific know-how and reliable methodologies to support the implementation of the new framework. ERIACNET4EU project aims at protecting, promoting and raising awareness of rights of Roma citizens of the EU and thereby at strengthening the EU values, in particular of equality, justice and non-discrimination and thus contributing to building a more democratic EU where all citizens can enjoy equal access and protection of their rights. It aims to do so by providing support to ERIAC network members, including civil society organizations active at local, regional and transnational level, to increase their capacities, establish channels of communication and participation with public authorities and EU institutions to ensure their active engagement in policy implementation and design targeting Roma. At the same time, it will result in providing informed, reliable, consolidated and quality input to European and national policy-makers and public institutions, to increase the effective implementation of strategies and laws that affect the lives of Roma in the EU. ERIAC is also partner in other large EU project, including "JEKHIPE: Transitional justice to tackle antigypsyism, reclaim our past and rebuild our future" (CERV program) on the ROMHERITAGE (CREA).

Info Members: The ERIAC EU activities are driven predominantly by ERIAC management, Timea Junghaus and dr. Anna Mirga-Kruszelnicka, as well as ERIAC Board members, in particular by the Board Chairman Zeljko Jovanovic. Occassionally, ERIAC also engages full-time consultants to help develop targeted EU advocacy work. Currently, an EU Grant Manager hired to provide further human resources to ERIAC activities, in the frame of the CERV Framework Partnership Agreement (FPA) project "ERIACNET4EU" launched in 2022 and other ERIAC EU Grants.

Is Member Of: ERIAC is a membership-based organization, bringing together Roma and non-Roma individuals and organizations, with relevant and demonstrated competencies and experience in the field of arts and culture and who are committed to ERIAC’s values. ERIAC’s associate members are organized in four thematic sections: 1. Arts and Culture 2. History and Commemoration 3. Research and Publication in the fields of arts and culture 4. Media and Information in the fields of arts and culture Romani Language is a transversal cross-cutting thematic section at ERIAC. Associate Members have key roles in building the resources of ERIAC, engaging in creative exchange and co-production, taking ownership of ERIAC’s initiatives and engaging in its decision-making. ERIAC members are listed here: https://eriac.org/associate-members/ The Barvalipe Academy is the agenda-setting and strategic body of the Institute which has an advisory and inspirational role, in order to fulfill ERIAC’s objectives. Barvalipe is composed of 15 members – highly regarded, publicly acknowledged individuals, with competencies in the areas covered by ERIAC activities. Two thirds of the Academy members must openly declare their Romani ethnicity, respecting the diversity among the Romani communities. Gender balance must be ensured. The first 7 members of the Barvalipe Academy are nominated by ERIAC’s Board “Pakiv”. The remaining 8 members of the Baravlipe Academy are elected by the members through the thematic sections. Each section delegates two representatives to Barvalipe. Two members of Barvalipe Academy, elected internally, are delegated to the “Pakiv” Board and become a bridge which connects the ERIAC’s associate membership with the Board.
