Mission & Interests
Goals: The European Payments Council ('EPC') is a non-for-profit organisation (ASBL) representing Payment Service Providers ('PSPs'), that supports and promote European payments integration and development within the Single Euro Payments Area ('SEPA')
The mission of the EPC is to contribute to safe, reliable, efficient, economically balanced and sustainable, convenient payments, supporting an integrated European economy, its end-users’ needs, as well as its competitiveness and innovation goals.
The EPC does so through:
- the development and management of pan-European payment and payment related schemes (i.e., the SEPA schemes);
- the formulation of positions and the contribution of views on relevant EU regulations and/or policies affecting EU payments;
- an open dialogue with relevant EU stakeholders and regulators, ensuring that the EPC activities remain relevant and fit for purpose.

Activities
Main EU Legislative Proposals: The EPC's activities cover all possible legislative, regulatory and policy initiatives and measures in the area of payment services that could impact the EPC SEPA payment and payment-related schemes.
The most recent EU regulatory initiatives being assessed/monitored by the EPC are the following:
- Regulation of the European Parliament and of the Council amending regulations (EU) No 260/2012 and (EU) 2021/1230 and Directives 98/26/EC and (EU) 2015/2366 as regards instant credit transfers in euro
- Proposal for a Regulation on payment services in the internal market (PSR)
- Proposal for a Directive on payment services and electronic money services in the internal market (PSD3)
- Proposal for a Regulation on a framework for financial data access (FiDA)
- Proposal for a Regulation on the establishment of the Digital Euro
- Proposal for a Regulation on the provision of digital euro services by payment services providers incorporated in Member States whose currency is not the euro
The EPC might also monitor/take into account initiatives that are related to the SEPA payment and payment-related schemes, but as such do not directly affect the SEPA schemes (e.g., the European Digital Identity Framework)
Communication Activities: The EPC work on (e.g.) the EU regulatory initiatives abovementioned is aimed at:
- ensuring that the SEPA schemes are kept fit for purpose and aligned in due time with new regulatory requirements, to the benefit of its scheme participants and the broader ecosystem, including end users;
- contribute to the EU institutions, if and where relevant/applicable, its (technical) views of scheme manager of the the SEPA payment and payment-related schemes, e.g., highlighting the foreseeable impact that new initiatives and measures might have on the SEPA schemes and its scheme participants.
The EPC contributes its views on relevant EU payment policies and regulations by e.g., submitting its input to relevant public consultations organised by the EU regulators, by inviting EU representatives to attend its events, or by proactively contribute to the EU authorities its industry-based views on the regulatory and policy initiatives impacting the SEPA schemes, their schemes participant PSPs and their end users.
