Mission & Interests
Goals: ENTSOG is a International non-profit association composed of 44 Members and 1 Associated Partners (the Gas Transmission System Operators, "TSOs") from 26 European countries.
ENTSOG was established and given legal mandates by the EU's 3rd Legislative Package for the Internal Energy Market ("3rd EP") in 2009, which aims at further liberalizing the gas and electricity markets in the EU. The role of ENTSOG is to facilitate and enhance cooperation between national gas TSOs across Europe in order to ensure the development of a pan-European transmission system in line with European Union energy goals.
Our specific objectives are to (i) promote the completion of the internal market for gas and stimulate cross-border trade, (ii) ensure the efficient management and coordinated operation of the European gas network, and (iii) facilitate the European network's sound technical evolution.

Activities
Main EU Legislative Proposals: ENTSOG takes part in the public consultations and debates, and responds to the solicitations from the EU institutions including planning future activities related to the legislations mentioned under heading 8 and to upcoming legislative files concerning Energy Union Policy. This includes:
- Proposal for a Directive on common rules for the internal markets in renewable and natural gases and in hydrogen (“Hydrogen and decarbonised gas market package”)
- Proposal for a Regulation on the internal markets for renewable and natural gases and for hydrogen (“Hydrogen and decarbonized gas market package”)
- Proposal for a Directive on amending Directive (EU) 2018/2001, Regulation (EU) 2018/1999 and Directive 98/70/EC as regards the promotion of energy from renewable sources, and repealing Council Directive (EU) 2015/652
- Proposal for a Regulation on methane emissions reduction in the energy sector and amending Regulation (EU) 2019/942
- Regulation (EU) 2022/869 on guidelines for trans-European energy (TEN-E) infrastructure
- "REMIT" revision (proposal to Amend Regulation (EU) No 1227/2011)

Info Members: Our interactions with the EU authorities are closely linked to the mandatory tasks that ENTSOG is carrying out under the relevant pieces of EU legislation and our contacts to the EU institutions are closely related to these regulatory tasks. We are of course in the sheer execution of the tasks in regular contact with EU institutions (cfr. article 4.1(d) of the Inter-Institutional Agreement - see explanation in heading 8).
Moreover, we are also in contact with EU institutions in planning and discussing of future tasks, changes of regulation (as stated in heading 9). and we have estimated that 1,25 FTE represents a reasonable average for the time that the General Director and other key staff members (5 having an access badge) are spending on following topics/meetings with the EU institutions representatives regarding such more forward-looking topics.
