Mission & Interests

Goals: ECFR is the first pan-European think-tank. Launched in October 2007, its objective is to conduct research and promote informed debate across Europe on the development of a coherent and effective European values-based foreign policy. Three distinctive elements define ECFR's activities: 1) A pan-European Council of over three hundred members - politicians, decision-makers, thinkers and business leaders from across Europe - which meets once a year as a full body. Members provide ECFR staff with advice and feedback and assist ECFR's activities. The Council is chaired by Carl Bildt, Lykke Friis and Norbert Roettgen; 2) A physical presence in Berlin, London, Madrid, Paris, Rome, Sofia and Warsaw. The offices are platforms for research, debate, and advocacy; 3) A team of distinguished policy entrepreneurs to link cutting edge research to practical pan-European policy through five programmes – Africa, Asia, Middle East and North Africa, Wider Europe and the European Power.

Communication Activities: ECFR organized activities to provide meeting space for EU decisionmakers to share ideas for common action and to promote informed debate on Europe’s role in the world.  AFRICA: Koen Doens (INTPA) & Joaquim Nunes de Almeida (GROW) attended the Forum on Strategic Raw Materials (15 May). Rita Laranjinha (EEAS) attended the conference on Europe & Africa in Berlin (13 Jun). The June Strategy Group had participation of Daniel Redondo (EEAS) & Manon Barthod (Cabinet President). Luca Miehe (EEAS) joined webinar on UAE-Africa energy/climate relations (28 Nov), and EU-Namibia partnership hybrid meeting (29 Nov) was attended by Cecile Billaux (INTPA). ASIA: the EU-China Policy was discussed with MEPs Iratxe Garcia Perez, Uo Bullmann, Marek Belka, Pedro Marques, Bernd Lange & Tonino Picula (24 Mar). The discussion on US Allies & Taiwan was attended by MEP Reinhard Bütikofer (2 May). On 16 Nov ECFR & MERICS EU- China Conference had Von der Leyen and Niclas Kvarnström (EEAS) & Žaneta Vegnere (Cabinet Dombrovskis). Janka Oertel attended dinner ahead of the EU-China Summit with Von der Leyen & Björn Seibert (Cabinet President). EUROPEAN POWER: paper on EU climate diplomacy was discussed with Anna Strzaska (EEAS) on 4 May. The European Sentiment Compass 2023 was discussed with Vice-President Věra Jourová (23 May). The meeting on Europe’s climate & energy sovereignty (28 Sept) was attended by Pierre Schellekens (ENER). Michael Curtis, EU Deputy Ambassador to the US, attended the Annual Chimney Stack dinner of US Programme Workshop (2 Nov). MENA: Iran Strategy Group (24-25 Jan) was attended by Florin Nita & Bruno Scholl (EEAS). Carl Hallergard (EEAS), Gabriel Munueral Vinals & Sara Sadik (EU Delegation to Yemen) joined the Yemen Strategy Group (16-17 Mar). Enrique Mora, Florin Nita & Bruno Scholl (EEAS) attended the Saudi-Iran De-escalation Track 1.5 (22-23 May) North Africa Strategy Group in Rome (19-21 Sept) was attended by Rosamaria Gili (EEAS) who also attended the webinar on Iraq (3 Oct). WIDER EUROPE: On 30 Jan, the power audit of EU-Russia relations was discussed with Steven Everts, Alexandros Yannis (EEAS), Mara Steinberga (Cabinet President), Miroslav Lajčák, , Hervé Delphin (EEAS). ECFR & German Federal Foreign Office workshop was attended by Miroslav Lajcak (27-28 Mar). The Western Balkans Strategy Group (15-16 May) had the participation of Helene Holm-Pedersen (Council of the EU) and Miroslav Lajčák (27 Nov). On 19-20 Jun, Michael Siebert (EEAS) joined seminar on Europe's Russia policy in Warsaw. Lajčák & MEP Reinhard Bütikofer attended European Forum Alpbach dinner (26 Aug). Amb Vassilis Maragos attended the breakfast of ECFR Study Trip to Armenia (9-12 Oct). MEPs Andrius Kubilius, Włodzimierz Cimoszewicz, Bernard Guetta & Ulla Hakanen (EEAS) joined the workshop on Russian opposition (17-18 Oct). Lajčák attended the Kosovo-Serbia dialogue process in Berlin (29-30) Nov. ECFR’s ANNUAL COUNCIL MEETING had MEP Nathalie Loiseau & Katarína Mathernová (NEAR) as speakers (7-8 Jun). Some ECFR papers were discussed with HRVP Josep Borrell (20 Feb), Dombrovskis Cabinet (3 Jul) & Dennis Redonnet (TRADE) on 23 June, and Alexandros Yannis & Amb. Herve Delphin (EEAS) on 20 Nov. ECFR MADRID: HRVP Josep Borrell attended lunch on the contribution of Spanish defence industry to EU’s strategic autonomy (9 Jun). Alejandro Caínzos (Vestager’s Cabinet) attended virtual workshop on transatlantic tech relations & the TTC (5 Oct). ECFR ROME organized the Global Gateway Africa (22-23 May) attended by Domenico Rosa (INTPA) & Nicola Bellomo (EEAS). ECFR WARSAW organized the Warsaw European Conversation and met Věra Jourová (31 May) and discussed Polish elections (20 Sept) with MEP Reinhard Bütikofer & Jakub Boratyński (GROW), with Piotr Rydzykowski (TRADE), Gert Jan Koopman (NEAR) & MEP Jan Olbyrcht (21 Sept).
