Mission & Interests
Goals: ECES is an independent, nonpartisan and not for profit Foundation headquartered in Brussels. It was established in 2010 and has implemented activities in more than 50 countries, mainly, but not only, in Africa and the Middle East, primarily with funding from the EU and EU Member states. ECES promotes electoral and democratic strengthening through counselling, operational support and large projects management.
ECES is TRACE certified, via Tcertification, for its financial management transparency and ISO9001 certified for its Quality Management System. ECES crafted and copyrighted its strategy: A European Response to Electoral Cycle Support - EURECS, which is implemented via specific methodologies and tools copyrighted by ECES. EURECS is an innovative delivery mechanism to implement electoral and democracy assistance activities consistent with EU values and policies targeting the facilitation of cooperation on electoral matters between the EU, its member states and their partner count.

Communication Activities: On the 27 October 2022 we organized a panel within the EU Community of Practice on Peace Mediation. The objective of our panel is to share awareness and experience on peace mediation in electoral processes, focusing on the potential of mediation and dialogue as a tool that holds great value all-around the electoral process.

On, 16th February 2022, the ECES hosted a High-Level dialogue focused on “Strengthening the Capacities of Electoral Stakeholders in Africa within the context of the European Union Partnership with the African Union”. The overall objective of this event was to jointly discuss the prospects of cooperation between the EU and African Union in the domain of Election Observation and Electoral Assistance, targeting the strengthening of election integrity, human rights and inclusive political participation in 2022-2023 and beyond, particularly in countries facing political transition. As of October 2021, ECES has already obtained 12 copyrights, which include a wide range of tools and methodologies aimed at supporting the implementation of its copyrighted ''A European Response to Electoral Cycle Support - EURECS'' strategy.

ECES participated in the 2021 “Paris Peace Forum”. In 2020, ECES’ EURECS methodology, also implemented in our Ethiopia projects, was selected as 1 of 10 projects, out of about 850 proposals, globally received from states, international organisations, NGOs, and foundations, to benefit from the Scale-Up Initiative of the Paris Peace Forum. ECES copyrighted strategy EURECS was selected to be presented at the 2021 ChangeNOW summit. On Saturday 29th May, ECES Founder and Executive Director Fabio Bargiacchi presented ECES strategy “A European Response to Electoral Cycle Support - EURECS” and its implementation in Ethiopia (EURECS Ethiopia and PEV Ethiopia) at the ChangeNow event. ECES, together with the Italian Institute for International Political Studies, International Development Law Organization and Geneva Centre for Security Sector Governance has published its Policy Brief to T20 Summit within Task Force 5 for 2030 Agenda and Development Cooperation. ECES published the “Challenges and opportunities for the implementation of e-voting in Nigeria: lessons from international experiences”. This publication has been drafted as a follow up to the EMB conference on “Opportunities and Challenges in the use of technology in elections - Experiences from West and Southern Africa”, which was jointly organised by the ECONEC Network of Electoral Commissions, Independent National Electoral Commission and ECES. This policy paper aims to contribute to the ongoing discourse on deepening the deployment of ICT in elections through the potential implementation of e-voting, e-balloting or electronic transmission of results ahead of Nigeria’s General Elections in 2023 and beyond. This paper which draws from international experiences aims to highlight the conditions for success as well as identify potential challenges that can impact the implementation of an electronic voting system. Organisation Members: ECES is a member of the European Peacebuilding Liaison Office (EPLO). EPLO is the independent civil society platform of European NGOs, NGO networks, and think tanks committed to peacebuilding and the prevention of violent conflict. EPLO’s mission is to influence European policy-makers to take a more active and effective approach to securing peace and nonviolent forms of conflict resolution in all regions of the world.

In addition to its experts and in-country teams, ECES also collaborates closely with several regional organisations and electoral networks, such as the African Union, ECOWAS, ECCAS, CEN-SAD, the RECEF (the Electoral Knowledge Network of the French Speaking countries worldwide), the Indian Ocean Commission (IOC), the Association of African Election Authorities (AAEA), the ECF-SADC (Electoral Commission Forum of the Southern African Development Community), the ECONEC (Network of Electoral Commissions), the National Electoral Commissions of ECOWAS (the Economic Community of West African States), the Electoral Knowledge Network of the Central African States (RESEAC) and the SADC Electoral Support Network that comprises the platforms of the Civil Society Organisations dealing with Election Observation in the SADC countries.
ECES developed a partnership with the Sant’Anna School of Advanced Studies of Pisa to promote customized, accessible and innovative capacity building programmes for all electoral stakeholders, including the Master on Electoral Policy and Administration – MEPA.
ECES is also part of a consortium led by the College of Europe to implement the ERMES project (European Response on Mediation Support) to provide a tool for the EU to advance its objectives and role in the field of mediation and dialogue. The project is implemented under the supervision of the Service for Foreign Policy Instruments of the European Commission and in close consultation with the Mediation Support Team of the European External Action Services, which will ensure the political steer.
ECES is also a member of the Federation of European and International Association established in Belgium (FAIB) and is part of the EU Transparency Register and the Transnational Giving Europe Network.
