Mission & Interests
Goals: EBOTA is a forum for companies active in the EU trade of oil and oil products, including biofuels. EBOTA is concerned in particular with four pieces of EU legislation known by the following acronyms: (i) REACH; (ii) RED; (iii) ADN; and (iv) CBAM. EBOTA's activities range from assessing the impact of these regulations, their enforcement, engaging with regulators and policy makers, and hosting training.

Activities
Main EU Legislative Proposals: EBOTA is interested mainly in regulations affecting oil and biofuels trading, including but not limited to safety, sustainability and transport regulation.
Its purpose or objective is to engage, for and on behalf of its members, in issues impacting the bulk trading of oil liquids, petrochemicals, biofuels, LNG, LPG and other refined products, feedstocks and associated derivatives. These activities can range from assessing the impact of new and existing regulations, and operational matters, to engaging with regulators and policymakers.
In particular, such activities include seeking to influence EU institutions in relation to the formulation, implementation and development of relevant legislation and policies (please see further below), and as to decisions affecting the same.
At present, EBOTA has four Working Groups which carry out activities in connection with at least the following subject matters:
(i) RED & sustainability – including but not limited to: (a) Directive (EU) 2023/2413 of the European Parliament and of the Council of 18 October 2023 amending Directive (EU) 2018/2001, Regulation (EU) 2018/1999 and Directive 98/70/EC as regards the promotion of energy from renewable sources, and repealing Council Directive (EU) 2015/652 ("RED III"); and (b) Regulation (EU) 2023/2405 of the European Parliament and of the Council of 18 October 2023 on ensuring a level playing field for sustainable air transport ("ReFuelEU Aviation");
(ii) REACH – Regulation (EC) No. 1907/2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals, as amended and supplemented from time to time;
(iii) ADN – the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways; and
(iv) CBAM – Regulation (EU) 2023/956 of the European Parliament and of the Council of 10 May 2023 establishing a carbon border adjustment mechanism.
Communication Activities: EBOTA holds regular meetings for its Members, including training sessions, and also participates in external forums and works closely with other trade associations who have similar areas of interest. EBOTA has non-governmental organisation representative status at the UNECE ADN Safety Committee in Geneva.
