Mission & Interests

Goals: Since its foundation in October 1994, the European Automotive Services and Repairers Association, hereafter called "Easra", has been the leading organization for family-run enterprises engaged in providing high quality maintenance and repair services. Easra is a not-for-profit French association registered under n° W751119461, that has been awarded by the European Commission in 1997 for being a model of good practice in promoting transnational co-operation of small and medium-sized enterprises (SMEs) within the EUROMECANIC’ project. Easra experts are pleading for a "win-win for all players" approach. Garanteeing a level playing field for SMEs is the key to improving European competitiveness of the automotive industry. The old model of business relationships of manufacturers with their distributors or with independent aftermarket enterprises governed by suspicion, fierce and squeeze is not only unsustainable for SMEs but also for economic recovery, especially in these tough times.

Activities

Main EU Legislative Proposals: Herafter are detailed with full titles, our national member association contributions on the most recent EU initiatives, policies and (legislative/non-legislative) files targeted by your interest representation activities, including roadmaps, public consultations, directives, regulations and decisions. However, from now on, our national member associations have too much work on their national level helping SMEs to face these tough times of crisis, so that they decide that Easra experts have to represent directly them on the European level following up and sending their position on the European policies and legislative/non-legislative files where they have already been active, in particular for competition crucial issues as Easra experts have experience and competences on Competition rules. These Easra experts have been preparing, collecting cases and drafting the former national member associations’ position, i.e. DBR and FNA, for many years. ●July 2020 https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/12491-Data-sharing-in-the-EU-common-European-data-spaces-new-rules-/feedback_en https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/12438-Sustainable-and-Smart-Mobility-Strategy/public-consultation_en ●August 2020 https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/12475-Cybersecurity-review-of-EU-rules-on-the-security-of-network-and-information-systems_en https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/12464-Consumer-policy-the-EU’s ● September/October 2020 Taking part to EU online Artificial Intelligence Assembly chaired by French Commissioner Thierry BRETON in October ● December 2020 ─ Follow up of Commissioner Margrethe VESTAGER’ s position, Executive Vice-President for a Europe fit for the Digital Age in the automotive sector. ● February 2021 EU Commission Consultation on new EU Commission Delegated Regulation on standardised access to vehicle information for security-related Repair Maintenance Information (RMI) https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/11566-Standardised-access-to-vehicle-information-for-on-board-diagnostics-repair-and-maintenance-and-security-features/F1607618 ● August 2021 EU Consultation on the Proposal of Regulation laying down harmonized rules on Artificial Intelligence of April 21, 2021 ● September 2021–Taking part to the High Level Conference on Artificial Intelligence, access to data. ● October 2021 –Answering the EU Questionnaire on the review of Directive 2000/53/EC and Directive 2005/64/EC on End-of-Life Vehices (ELV) ● February 2022–EU Consultation on the Right to Repair https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/13150-Sustainable-consumption-of-goods-promoting-repair-and-reuse/F2914378_en 24-25.03.22 Taking part to the End-of-Life Vehicle (ELV) Hearing in the European Commission ●April 2022–Contribution to the ELV Hearing Questionnaire. ● May 2022 –Contribution on general regulation for fair access to data https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/13045-Data-Act-amended-rules-on-the-legal-protection-of-databases/F3258506_en FNA Contribution on EU Directive related to Driving Licence ●June 2022–FNA Contribution on regulation for fair access to vehicle data https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/13180-Access-to-vehicle-data-functions-and-resources/F3314614_en ● August 2022 – EU Consultation on Delegated Regulation supplementing Directive 2018/1972 https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/13183-Emergency-communications-improving-access-through-the-single-European-emergency-number-112/F3338519_en ● September 2022- FNA calls on the European Commission to re-evaluate its position on the Motor Vehicle Block Exemption Regulation (MVBER)
