Mission & Interests

Goals: EAEA is a transnational, non-profit association whose purpose is to link and represent European organisations which are directly involved in adult learning. Originally known as the European Bureau of Adult Education, it was founded in 1953 by representatives from a number of European countries. Aims - to promote the development of adult learning and the professionalisation of the sector; - to encourage cooperation in adult learning at the European level; - to advocate for policy initiatives and strategies that respond to the learning needs of the adult population in Europe; - to facilitate networking of sectorial NGOs and play an active role in the international scene; - to support the creation of a European Lifelong Learning Area.

Activities

Main EU Legislative Proposals: EAEA's theme of the year 2024 is ‘Transforming lives, communities and society’, which will give us the opportunity to take a closer look at the impact and wider benefits of ALE. Connected to this, we will also do activities around the European elections which will take place in May 2024, including developing a new EAEA Manifesto for Adult Learning. Furthermore, we will engage in policy activities around the European Year of Skills. We will engage in policy analysis and awareness-raising, identify key issues, provide feedback from a civil society perspective, and engage in strong and targeted communication. EAEA will continue its focus on the implementation of the new European Agenda for Adult Learning, a flagship policy framework for EAEA members. EAEA will also continue reviewing the implementation of the Skills Agenda and its Upskilling Pathways, and will closely follow policy developments in the area of ALE and the green and digital transitions, microcredentials and Individual Learning Accounts. EAEA will publish policy statements highlighting a civil society perspective, based on consultations with members. Members will also be regularly informed of EU policy developments through regular communication and easy-to-understand infographics. We raise awareness of European policy agendas in ALE and lifelong learning, provide analysis and good examples from the practice of ALE to the policy level, and engage our members and stakeholders in joint activities aiming to support the implementation of European policy initiatives and strategies at the national and regional levels. With our networks, we identify emerging issues in ALE to contribute to future-oriented policymaking. We build new networks across sectors and stakeholders, aiming to strengthen civil society cooperation at all levels but also partnerships with public institutions, academia, and other stakeholders. We provide capacity building for our members (and other adult educators) in order to strengthen their policy and advocacy knowledge and skills, promote regional and thematic networks for ALE, and contribute to European innovation. We will continue our work with the European institutions as a critical friend and with our civil society platforms to boost our exchange of expertise and influence. EAEA continues broaden its cooperations in order to become even more effective. We continue to strengthen our collaboration with social partners, other sectors and more EU institutions. This will help us be more effective and have more impact in the world of work and at the regional level. We also plan to cooperate more with research to reinforce our evidence base.
Communication Activities: 1 Monitor policy developments and implementation at the national and regional levels through EAEA's annual country report survey 2 Contribute to improved policies for ALE, skills and lifelong learning and promote their implementation, by innovative proposals / recommendations, membership and active participation in key EU working groups and networks 3 Promote dialogue and exchange between policy-makers, civil society and other LLL stakeholders, through a dedicated working group at the EU level 4 Increase EAEA expertise and multi-stakeholder cooperation on key strategic issues, such as microcredentials and Individual Learning Accounts 5 Raise awareness of European policy developments in ALE among EAEA's members, policy-makers, other stakeholders, and the wider ALE community 6 Work on a number of issues where ALE plays a role, especially funding of ALE, quality in ALE (incl. professionalisation of ALE educators), and participation in ALE, with a view to create a consolidated EAEA position 7 Connect the regional, national and EU level of ALE policy with the global level 8 Contribute to the European Elections 2024 with policy input on ALE 9 Develop an updated Manifesto for Adult Learning in the 21st Century as a key publication on themes and priorities in European ALE EAEA’s visibility to ALE stakeholders and the wider ALE community is greatly enhanced through the implementation of continuously developing communication and information strategy that includes targeted communication channels for active online engagement, increasing social media reach, EAEA's podcast Beyond Learning, several thematic Mailing Lists, EAEA's active contribution to the European Commission's EPALE and the Elm Magazine. EAEA will also participate in a number of bi- and multi-lateral meetings with EU policy-makers from the European Parliament, European Commission, European Council, and other EU and European institutions that EAEA is regularly in contact with. Furthermore, EAEA will organise policy events on transformative learning and its role in EU policy development and ALE and gender equality policy initiatives. Moreover, EAEA will work on a campaign around participation in the EU elections.
