Mission & Interests
Goals: The European Association of Registrars / Europäischer Verband der Standesbeamtinnen und Standesbeamten e.V. (EVS) was founded in 2000. It is a European network organization which focuses exclusively on the exchange of information and best practices between registrars related to the fields of civil status and population registration, family law, identity management, citizenship law, private international law and civil justice.
Through the exchange of practical experiences, the EVS wants to draw attention to the increasingly diverse problems of citizens confronted with different rules and legislations in our fields of interest when they cross borders. The EVS strives to facilitate the registrar’s work through intensive cooperation at different levels, and to agree on common declarations and policy proposals culminating in an European global vision and the harmonization of national law in the best interest of our citizens.

Activities
Main EU Legislative Proposals: Civil Justice
- the Public Documents Regulation: participation in the Green Paper 747 Less bureaucracy for citizens and participation in the ad hoc committee of the Public Documents Regulation
- the recognition of parenthood (legislative process in preparation): adhesion statement on the initiative of the European Commission to prepare a regulation about "Cross-border family situations - recognition of parenthood"
- the single digital gateway as instrument for citizens and authorities to enhance public services.
Communication Activities: Civil Justice
- Annual EVS conference in 2013 (Bled, Slovenia) about the results of the Green Paper 747 Less bureaucracy for citizens and the legislative process of the future Public Documents Regulation: participation of a representative of the European Commission and co-funding of the European Commission
- Two residential seminars in 2014 (Castel San Pietro Terme, Italy) about aspects of cross-border family law co-fundes by the European Commission
- Annual EVS conference in 2016 (Leuven, Belgium), participation of a representative of the European Commission in order to accept the EVS "declaration" of Leuven where the EVS calls upon the EU to (1) an expanded exchange of civil status information between the competent authorities of EU member states regardless of citizenship, residence status or nationality of the people concerned and (2) the creation of a European code of Private International Law, common conflict rules, which would solve any cross-border complexities and would certainly be an incentive for more harmonization between material law as well
- Identities on the move. Documents cross borders (https://www.identitiesonthemove.eu/) (ongoing project 2020-2023): Regulation 2016/1191 considerably simplifies the circulation of public documents in order to favour free movement. The project analyses the Regulation in the context of national civil status systems and of Charter rights and principles. It then transfers research knowledge to practitioners thereby impacting on practices in EU countries and beyond. The project aims to better understand how the Regulation is currently implemented within specific national pratices, improve knowledge of the links to fundamental rights and freedom of movement, ensure a sound implementation also in regard to “hard cases”, and finally to raise awareness among registrars and legal practitioners. The EVS cooperates in this project (together with the main partners the universities of Bologna, Insbruck, Graz and Thessaloniki) for the registrars's part (final conference, training seminars and dissimination of the information).
