Goals: The Dynamic Spectrum Alliance (DSA) is a global, cross-industry, not for profit organization advocating for laws, regulations, and economic best practices that will lead to more efficient utilization of spectrum and foster innovation and affordable connectivity for all. Its membership spans multinationals, small- and medium-sized enterprises, and academic, research, and other organizations from around the world, all working to develop and advance policy approaches and to disseminate best practices based on dynamic access to spectrum. The DSA wants to make spectrum ‘abundant’ through dynamic access to help (1) connect people, particularly the next 4 billion under-served people throughout the world, (2) stimulate wireless innovation for next-generation broadband, and (3) accelerate an inclusive digital economy.

Activities
Main EU Legislative Proposals: The DSA is focused on best practices and regulations concerning efficient utilization of spectrum in the EU and other regions across the globe. The Alliance promotes the use of shared spectrum through lightly licensed or unlicensed spectrum allocation as opposed to a fully licensed model. This includes such cases as the allocation of spectrum in 6Ghz band in the EU as well as other bands not yet identified for by the EU for spectrum allocation.

Complementary Information: The Alliance financials are reviewed periodically by a Certified Public Accountant (CPA). Invoices (incoming and outgoing) are managed by the financial team and reviewed by the Treasurer and President. Any non-discretionary approvals over $1000 USD requires Board approval.
The Alliance uses a third party financial administrative team that has the ability to scale with the organization. In addition to this team, the Alliance also uses another third-party CPA to periodically review its financials and file its taxes.

Info Members: The DSA is a member trade association, with a Board of Directors, made up of member company representatives. The Board is comprised of 6 companies: Amazon, Google, Facebook, Microsoft, HPE, and Broadcom. The Chair of the Board is Michael Daum from Microsoft and was appointed in February of this year (although Microsoft has held the Chair position ever since the Alliance was founded). In addition to the Chair role, there are three other officers of the Alliance.
