Mission & Interests

Goals: Democracy Reporting International operates on the conviction that democratic, participatory governance is a human right and governments should be accountable to their citizens. Democracy Reporting International supports democratic governance around the world with a focus on institutional aspects of democracy, namely: → Elections → Parliaments → Constitutions → Democracy Standards Through careful assessments based on detailed field research, Democracy Reporting International provides the public with specialist policy advice on improvements that can be made to enhance democratic governance. Democracy Reporting International advocates for such changes with domestic actors, the media and relevant international bodies and co-operates with national organisations, wherever possible.

Activities

Main EU Legislative Proposals: Digital Services Act Public Consultation European Democracy Action Plan Public Consultation
Communication Activities: Under the German Federal Foreign Office-funded project „Ein Europa für das digitale Zeitalter - Konsultation der EU Zivilgesellschaft zur Regulierung von online-Diskursen, begleitend zu EU Regulierungsdebatten" (A Europe fit for the digital age - Consultation of EU civil society for the regulation of online discourse and EU regulation debates), DRI is and has organised several events and publications in 2020. First, we organised an online workshop 31 March - 1 April, "A Europe fit for the digital age: Civil society input into EU regulation of online platforms and democratic discourse", where we invited speakers from DG Connect, DG Justice, the EEAS, Facebook representatives, academics, and civil society organisations around the EU. After hearing from the EU Commission, EEAS, and Facebook representative, in working groups we discussed the gaps and potential recommendations for addressing online disinformation, illegal content and hate speech, online political finance, and transparency and accountability. Discussions from the workshop led to a report, which included recommendations to tackle online disinformation, illegal and harmful content, online political finance, and to promote transparency and accountability. Overarching issues that should be addressed by the EU’s regulatory plans were also addressed, such as the need to recognise the relevance of the online sphere, the equality of member states, the question of liability for content, obligations of monitoring and the role of a regulator. We are planning similar events in Berlin and Brussels in autumn 2020 to connect the German debate on online hate speech regulation and disinformation with the regulatory debate currently taking place in Brussels.
