Mission & Interests

Goals: The Council for European Public Space (CfEPS) is an NGO and a new-style think-and-do tank that brings together European actors and develops evidence-based and politically viable strategies to create an open, fair and secure digital European Public Space. It advocates for rights and major investments in public value digital infrastructures from EU institutions and supports existing initiatives from academia, independent media and civil society. The Council brings together eminent European personalities representing different perspectives on the common goal of a more democratic and more unified Europe, and strives to use their expertise to achieve its non-profit public value objectives. These objectives are achieved by: - Research projects on democracy and digital public sphere issues in Europe - Publishing information and research findings on democracy and the digital public sphere - Organizing congresses and workshops on digital public sphere issues in Europe

Future communication activities will primarily concern events to inform and network civil society and public actors in the media sector with the aim of forming alliances to create a pan-European digital public sphere and representing these interests or strategic concepts, prototypes of digital infrastructure and best practice examples to the EU institutions. The website of the Council for European Public Space is also intended to provide resources in the form of a mapping of actors and issues that can be used for further public and civil society exchange of experience and alliance building.

Complementary Information: The CfEPS did not commence its operational activities until January 2024; activities in 2023 only concerned activities that led to the establishment of the organization. The CfEPS is recognised by the Tax Office for Corporations 1 Berlin as a non-profit association that serves tax-privileged public interest purposes. The CfEPS was registered as a legal entity on 1 January 2024 and commenced operations on this date. Therefore, there is no closed financial year 2024. Instead, we present the currently expected budget and sources of funding for 2024. The CfEPS is financed from these sources: 1. Donations/Grants from the non-profit NGO European Cultural Foundation Amsterdam. Direct ECF-Grants 2024: € 80.000 The ECF's voluntary donation is not tied to any services but is used exclusively to pursue the CfEPS's statutory non-profit-public interest purposes. 2. At this stage the CfEPS does not receive EU Funds directly because it has no direct contract an no grant decision in favor of the CfEPS. However, grants from pilot projects in which the CfEPS fulfils tasks as a subcontractor of ECF. These tasks concern the role as an independent evaluator from the perspective of science, independent media and civil society, as well as the representation of these positions (needs and demands) in the projects where needed. This applies to these two projects: Indirect grants from Project TEMS: € 40.000 Indirect grants from Project Display.Europe: € 140.000 The ECF's financing commitment for the CfEPS stipulates that in the event of the loss of EU subsidies paid to CfEPS via ECF for tasks under subcontracts, the ECF guarantees basic financing of € 150,000 in 2024 in order to ensure the independence of the CfEPS.
