Mission & Interests
Goals: Objectives of CORTE: Support common implementation and use of EU Road Transport, Road Safety and Road Security rules; Develop smart practices on Road Transport, Road Safety & Road Security; Research (implement EU projects).
CORTE delivers analysis and expertise on EU & international transport legislation and its implementation & enforcement. CORTE activities promote harmonized enforcement and common understanding on Road Transport rules.
Our services: 1) production of factsheets based on agreements between national transport authorities, on how to best enforce pieces of legislation that are not uniformly applied at international level, in collaboration with main EU transport associations and the transport industry; 2) expertise in enforcement of Road Transport rules; 3) a strong knowledge-sharing network & political platform gathering major enforcement stakeholders; 4) participation to international projects & working groups.

Main EU Legislative Proposals: Examples of recent EU policies targeted:
- Sustainable urban transport: Urban and Regional Vehicle Access Regulations (UVARs)
- Road safety: Efficient and Harmonized Implementation of Mobility Package 1, specifically on the following EU texts:
1. Rules on Driving/Resting times and Tachograph
2. Lex Specialis on Posting of Drivers
3. Rules on Access to Market and Profession
Specifically we work on the following regulations:
- Regulation (EC) No 1071/2009 on common rules concerning the conditions to be complied with to pursue the occupation of road transport operator;
- Regulation (EC) No 1072/2009 on common rules for access to the international road haulage market;
- Regulation (EC) No 1073/2009 on common rules for access to the international market for coach and bus services;
- Directive 2006/1/EC on the use of vehicles hired without drivers for the carriage of goods by road;
- Regulation (EC) No 561/2006 on the harmonisation of certain social legislation relating to road transport;
- Regulation (EU) No 165/2014 on tachographs in road transport;
- Directive (EC) No 2002/15/EC on the organisation of the working time of persons performing mobile road transport activities;
- Directive (EU) No 2020/1057 with regard to posting of drivers in the road transport sector;
- Directive 2006/126/EC on driving licences;
- Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers;
- Council Directive 96/53/EC laying down for certain road vehicles circulating within the Community the maximum authorized dimensions in national and international traffic and the maximum authorized weights in international traffic;
- Directive 2014/45/EU on periodic roadworthiness tests for motor vehicles and their trailers;
- Directive 2014/47/EU on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Union;
- Council Directive 1999/37/EC on the registration documents for vehicles.
On these specific rules we help our members (control authorities and ministries of transport) to apply and enforce them in the same way across the EU.
