Mission & Interests

Goals: The Meijers Committee is an independent organization that aims at promoting the rule of law, democracy and the protection of fundamental rights in the European Union. The Committee is especially engaged in observing the legislative process in the area of European criminal, migration, refugee, privacy, non-discrimination and constitutional law. The Committee is composed of distinguished researchers and legal experts in these fields. It gives advice on legislative propositions to relevant stakeholders and law and policy makers by formulating elaborated notes and/ or letters. The Meijers Committee thereby strives to draw attention to implications for fundamental rights, the rule of law and democracy at the earliest possible stage of the decision-making process.

Activities

Main EU Legislative Proposals: The focus of the Meijers Committee is the area of Civil Rights, Justice and Home Affairs. Some of the legislative proposals that the Meijers Committee is concerned with are listed in the overview below, however the list is not exhaustive: - Access to legislative documents - Transparency of the EU documents - The Common European Asylum System including: Proposal on the reform of the Dublin regulation Proposals on the Qualification and the Asylum Procedure regulation Proposal on the reform of the Reception Directive - Border management operations in the Mediterranean coordinated by the EU (including Frontex/ EASO) - The new framework for cooperation with third countries including EU-Turkey statement - Other measures to prevent irregular migration and border deaths, especially the cooperation with third countries (fight against human trafficking, European list of safe third countries) - Resettlement/relocation of refugees, especially the adjustment of rules regarding the responsibility for asylum applications of unaccompanied minors; - Criminal law cooperation and harmonization of criminal law – The European Public Prosecutor´s Office – Revision of the European instruments based on mutual recognition - E-evidence - Measures to combat online hate speech and terrorist content – Legal Migration Revision of the Visa Code and legal protection in case of the refusal of short-term visa on behalf of other Member States – Horizontal Anti-Discrimination Directive – Data profiling, legal protection and digital border management (Entry/Exit System, SIS, ETIAS, EURODAC, ECRIS-TCN); – E-privacy - PNR – New techniques of (biometric) data surveillance and data mining - The affection of the rights of Union citizens in consequence of the BREXIT and others
Communication Activities: The Meijers Committee writes 12-20 opinions (comments) a year, available on a website and distributed under a large number of contacts. The opinions (comments) are shared publicly and send to relevant stakeholders. The Meijers Committee also uses social media to promote its legal comments and meetings among a wide audience. The Meijers Committee meets with relevant policy makers and politicians for exchange of views and explanations of some of its comments. Currently, a project is running concerning the rule of law in the European Union. The Meijers Committee is worried by the EU’s insufficient reaction to developments that affect the rule of law in the EU. It also observes particular risks in the establishment of new EU agencies and in changes to the competences or structure of existing agencies. The Meijers Committee will hence critically reflect on these two important issues and continuously bring them to the attention via the dissemination of information and analysis (see e.g., the Rule of Law Dashboard and Comments), as well as the organization of expert events and conferences. As an example: the Meijers Committee - in collaboration with the International Press Institute - organised a Conference on Media Freedom and Pluralism in EU law on 11 October 2022 in Brussels to discuss in two panels (i) the existing EU legal instruments, and (ii) the proposal for the European Media Freedom Act. This discussion is meant to assist the EU institutions and Member States in deciding how to respond to transgressions of media freedom and pluralism within the European Union. Info Members: The daily management of the organization is done by the Daily Board and the Executive Director. Additionally, the Committee hired a program officer for the execution of the 2021-2023 project on the rule of law in Europe. The Executive Director as well as the progam officer work 0.89 fte. They are supported by a Secretary for around 0.17 FTE, thus the Meijers Committee has 1.95 fte in service. The Members who are legal experts, including the board members, work for the Committee voluntarily.
