Goals: Le Comité de Liaison Entrepreneuriat-Agriculture-Développement (COLEAD) est une association interprofessionnelle du secteur privé à but non lucratif créée en 1973 par des acteurs du commerce international des fruits et légumes dont l'objet est de faciliter et de mettre en œuvre toutes les actions permettant, directement et/ou indirectement, d’accroitre la contribution des filières agricoles, et horticoles en particulier, à l’atteinte des Objectifs de Développement Durable (ODD). Le COLEACP est un réseau d’entreprises, d’organisations professionnelles et d’experts, engagés dans une agriculture inclusive et durable.

Main EU Legislative Proposals: EU SPS-related Regulations. In particular:
- The new EU Organic Regulation (EU) 2018/848 on organic production and labelling of organic products, and its associated delegated and implementing acts
- The new EU Plant Health Law - Regulation (EU) 2016/2031, and associated amendments
- Plant health emergency measures, including Commission Implementing Decision (EU) 2018/638 2018 Spodoptera frugiperda
- Regulation (EU) No 2017/625 of the European Parliament and of the Council on Official Controls
- The General Food Law Regulation (EC) 178/2002, its associated secondary legislation, and their updates
- Regulation (EC) No 852/2004 on the hygiene of foodstuffs and its updates
- Regulation (EC) No 1107/2009 on the placing of plant protection products on the market
- Regulation (EC) No 396/2005 on maximum residue levels of pesticides
Trade Policy that has an impact on ACP countries exporting to the EU in products or value chains involving fresh produce (e.g. EU regulation governing GSP scheme, EU MFN tariffs, etc.).
Trading Practices. Consultation on, and impacts in ACP countries of Directive (EU) 2019/633 on unfair trading practices in business-to-business relationships in the agricultural and food supply chain
The European Green Deal. In particular the Farm to Fork Strategy, and its potential impact on ACP countries exporting to the EU
Communication Activities: Contribution to EC consultation on EU policy and regulations, in which COLEAD represents the interests of stakeholders in the ACP-EU horticultural trade
Implementation of technical assistance programmes (funded by Europeaid and other donors) to facilitate access to EU markets and support alignment and compliance in ACP countries with EU policy and regulations that have an impact on the fresh produce sector
Communication with public and private sectors to consult and update on EU policies and regulations, with specific emphasis on low-income and lower-middle-income countries.
