Mission & Interests

Goals: Since 1995, Co-PLAN has been dedicated to fostering sustainable development, catalyzing transformative change in urban and regional spaces, promoting good governance, addressing pressing environmental issues, cultivating civil society, and influencing local, national, and regional/international policies. With a focus on people and institutions, we aim to drive tangible social transformation and positive change by instilling change-driving knowledge in our society and ensuring that our habitats are smartly managed and resilient. Our work encompasses project-based engagement, research, grant-giving, capacity building, and active community engagement. Co-PLAN operates upon six main areas of expertise: (i) territorial governance and spatial planning; (ii) environment and climate resilience; (ii) economic development, innovation, and sustainable tourism; (iv) responsible research and citizen science; (v) civil society and policy influencing and (vi) grant management/cascade funding.

Activities

Main EU Legislative Proposals: 1. The Regional Development Programme in Albania aims to reduce disparities by supporting the development of strong regions, which advance their potential and provide better social and economic conditions for their citizens. The main objectives of RDP 3 are: (i) support the Central Government in defining, coordinating, and implementing the institutional and legal framework for Regional Development and Cohesion Policy in Albania in line with best EU practices and EU Cohesion Policy; (ii) support new regional development institutions in making effective and strategic use of funds through a partnership approach; (iii) improve the socio-economic conditions of Albanian citizens through the implementation of Regional Development projects reflecting regional needs and priorities 2. ENV.net factoring the environmental portfolio for WB and Turkey in the EU Policy Agenda ENV.net is a regional project, bringing together seven partner organizations from the Western Balkan and Turkey and two EU member-state-based partners. The network aims to generate region-representative evidence-supported input to contribute to EU discussions on climate change and the environment and to explore and introduce new inter-related aspects such as the circular economy to the region. In the process, the network foresees also technically and financially support civil society organizations and media in each network partner country to better understand and work on these issues. 3. GreenFORCE is an EU-Horizon2020 funded project aiming at fostering excellence in the “Western Balkans’ green transition” scientific research and innovation of Co-PLAN (Albania), CEA (North Macedonia), and UB-GEF (Serbia), as a means to enhancing their research profile, strengthening research and management capacities of their staff, and contributing to convergence between Western Balkans (WB) and EU research capacities. This objective is reached through the twinning partnership of five organizations that will work closely to produce territorial knowledge through exploratory research and institutional learning; will transfer and exchange knowledge among partner organizations through applying the knowledge management cycle; and will engage in networking for sharing, cross-fertilizing and amplifying knowledge at the societal level. It relates to the implementation of the Green Deal in WB. 4. The “Waste to Energy for Western Balkans Cement Industry“ project aimed to set the preconditions for using household waste, industrial waste, and waste tires for cement production in the local cement industry in three Western Balkan countries: Albania, North Macedonia, and Serbia.

Organisation Members: Co-PLAN is funding member of the Western Balkans Territorial Governance Network Western Balkan Network on Territorial Governance is established to serve as a platform aimed at bringing forward the research on territorial governance in the Western Balkan (WB) countries bringing together research and policy-influencing forces from the region. In more specific terms, the network will work on undertaking pioneering research and policy advocacy across the region, to enhance the domestic territorial governance and impact in a ‘unique voice’ the EU integration of the WB countries from a TG perspective. In so doing, the network aims to strengthen the WB-EU partnerships at the level of academia, researchers’ community, and civic society for dealing with territorial development in the WB in a combined EU-domestic bottom-up fashion. Such an initiative, because of the exigency it represents and magnitude in terms of scope it serves, goes beyond the mandate of a particular project’s mandate, or a specific organisation’s mission and policy-influencing means. for more see: https://tg-web.eu/
