Goals: Our vision: Societies without torture or ill-treatment
Our mission:
1- Mobilise against torture through prevention: we generate support for prevention from international, regional and national State and non-State actors
2- Engage relevant actors in constructive dialogue:we facilitate cooperation between many stakeholders to identify specific and sustainable solutions to prevent torture and ill-treatment
3- Support national efforts to protect persons at risk: we offer strategic advice, tools and expertise to our partners working at the national level to prevent torture and ill-treatment
4- Drive new thinking and analysis: we inspire action to prevent torture and ill-treatment through our ongoing research into its risk factors and root causes.

Activities
Main EU Legislative Proposals: The APT works with and on the European Commission’s Directorate-General International Partnerships, and the European Parliament’s policies and activities framing and contributing to the fight against torture, within and outside the EU. The APT follows the development and implementation of policies related to procedural and legal safeguards at EU level (Stockholm Programme), the development and implementation of policies related to the fight against torture at external level (EU Guidelines on torture), and the wider work of the EU on torture, internally and externally, including in multilateral fora (UN Human Rights Council, etc.). In particular, we work for increased protection of citizens in the criminal justice system, especially during the first hours of detention (with the Méndez Principles on Effective Interviewing for Investigations and Information Gathering) and for groups in situations of vulnerability (e.g. women and LGBTIQ+ persons).
The APT also follows and supports the advocacy related to the prohibition of trade in the tools of torture.
Communication Activities: Wide variety of activities carried out at EU level and under EU funding in past years, including advocacy with EU institutions and Delegations, contribution to EU-NGO human rights forums via the HRDN network, implementation of EU-funded multi-country projects such as "Reducing risky practices leading to torture and ill-treatment in police custody in Malaysia, Philippines and Thailand "(2021-2024), and publications.
On a broader level:
- Supporting the establishment and effective functioning of National Preventive Mechanisms (NPMs) in Europe and globally through trainings, distance advice and an online "NPM toolkit";
- Supporting national partners in the implementation of legal and procedural safeguards in the first hours of custody, developing Guidelines on investigative interviewing and associated safeguards;
- Highlighting the protection needs of detained persons in situation of vulnerabilities.
