Goals: The Alliance for Lobbying Transparency and Ethics Regulation (ALTER-EU) is a coalition of over 200 civil society groups concerned with the increasing influence exerted by corporate lobbyists on the political agenda in Europe. This can result in the loss of democracy in EU decision-making and the postponement, weakening, or rejection of urgently needed progress on social, environmental and consumer-protection reforms. ALTER-EU is committed to transparency about EU interest representation. ALTER-EU believes that this register fails basic transparency standards and that it does not provide EU lobbying transparency.

Activities

Main EU Legislative Proposals: The main objective of the Alliance for Lobbying Transparency and Ethics Regulation in the EU is to promote transparency of the EU decision-making process and effective ethics regulations for EU decision-makers. - EU Transparency Register, its implementation and review via Inter-institutional Agreements with the Commission, the Parliament and the Council - Commission Work Programmes for 2022 and 2023, including the establishment of a mandatory transparency register for interest representatives - Qatargate and subsequent proposals for reform in EU institutions - Ongoing implementation of the 2017 Code of Conduct for Members of the European Parliament with respect to financial interests and conflicts of interest - Ongoing implementation of 2014 European staff regulations - Ongoing implementation of the 2018 Code of Conduct for Commissioners - The proposed EU inter-institutional ethics body - Transparency and accountability of the European Council, Council of the EU, and Permanent Representations - Corporate capture of EU institutions and decision-making in Europe, including in the areas of: climate (Fossil free politics) finance, trade, tax, pharmaceuticals, data privacy, arms, car industry, digital services

Complementary Information: We very much regret that non-commercial organisations no longer need to provide a lobby budget and we hope this changes very soon. ALTER-EU's 2022 lobby expenses amounted to €8121. This is explained below. Following the guidelines of the EU Civil Society Contact Group and ALTER-EU, we have calculated that in 2022 ALTER-EU directly spent €0 on activities carried out with the objective of influencing the policy formulation and decision-making processes of the European institutions. The organisations represented in the steering committee contributed relevant in-kind staff time to ALTER-EU for activities covered by the EU Transparency Register: - Corporate Europe Observatory €2621 - LobbyControl €3000 - Friends of the Earth Europe €2500 Total in-kind lobbying contributions: €8121. These figures are not part of ALTER-EU's financial budget. Please note that the organisations in the ALTER-EU steering committee have all registered individually. The in-kind contributions listed here are also included in the total costs attributable to activities covered by the Register as declared by those individual registrations.
